Director, Human Resources

Reports to:       Superintendent 

FLSA Status:     Exempt               

Schedule:          Full-time, 260 days per year             

Salary Range:   $189,828 - $205,474

General Purpose:  The Director for Human Resources provides dynamic, responsive, collaborative, and forward- thinking vision and leadership of the human resources and payroll functions to support the mission and vision of the Camas School District.  This includes the oversight and planning of all human resource, benefits, and payroll programs and related compliance with local, state, and federal regulations.

 

Essential Functions:

  1. Provide direction and oversight of all recruiting and hiring for administration, certificated, classified, and substitute staff to ensure the highest quality employees are recruited and hired. This also includes the selection of student and administrative interns for the district.
  2. Coordinate all district staffing and placements, conforming to all collective bargaining agreements and district policy.
  3. Coordinate new teacher induction and on-boarding activities for all staff.
  4. Work closely with CSD Administration and Finance to develop positive, inclusive, and collaborative relationships focused on improving the educational experience for all students and staff.
  5. Implement principles and practices of leadership and management, as well as best practices in the area of human resources.
  6. Work collaboratively to find solutions to complex issues for the purpose of addressing the educational, business, financial, and operational needs of the district.
  7. Ensure that all board policy and collective bargaining agreements are observed and followed. Work with staff and management as needed to ensure safe, effective, and consistent administration of policies and contractual agreements.  Assist employees as needed to support a successful employment experience.
  8. Coordinate and administer all required staff health and safety training. Work with insurer in regards to employee health and safety and worker’s compensation programs.
  9. Develop, maintain, and administer the district’s Affirmative Action Plan, EEOC requirements, Title IX requirements for students, and Title VII requirements for staff. This includes state and federal reporting as necessary.
  10. Coordinate all ADA requests from employees and ensure compliance with the Washington Law Against Discrimination (WLAD) rules and well as federal ADAAA regulations.
  11. Serve as lead negotiator and contract manager for all collective bargaining agreements.
  12. Develop and administer all employee benefits, both mandatory and permissive. Ensure that benefits administration is compliant and administered with consistency.  Evaluate benefit plans annually. 
  13. Administer all employee evaluation systems to include administration, teachers, and classified staff.
  14. Assist management with all personnel issues as needed. Conduct investigations into allegations of misconduct and provide advice and support to the superintendent and board as needed on outcomes.
  15. Develop, recommend, and implement personnel policy and procedures. Provide for the maintenance of all personnel and payroll records.
  16. Plan, organize, and coordinate all the activities of the HR and Payroll departments and district office reception and provide regular staff supervision and evaluation.
  17. Ensure the accurate and compliant monthly processing of payroll.
  18. Develop, update, and implement all compensation programs for both represented and unrepresented employee groups. Ensure fair and equitable administration of compensation programs.
  19. Other related duties and special projects as assigned by the superintendent to ensure the legal and meaningful implementation of the HR and payroll functions to support the district’s mission and goals.

Qualifications:

  1. Master’s degree in Human Resources, Business, Public Administration, Education, or related field. Bachelor’s degree and additional experience may be considered in lieu of master’s degree.
  2. Five years of successful HR and payroll experience at the management level, preferably in a school or public setting.
  3. Strong written and verbal presentation skills.
  4. Demonstrated ability to manage people and programs.
  5. Strong supervisory and organizational skills.
  6. Experience facilitating positive communications with staff, administration, board, and the school community.
  7. Ability to use multiple forms of technology to include MS Word, Excel, Outlook, Power Point, and experience with date bases and student management software.
