Qualifications and Education Requirements:

  • Bachelor’s degree in finance, mathematics, business, or relevant discipline.
  • DAWIA Practitioner Level Certification in Business Financial Management preferred.
  • Minimum of 5 years or relevant experience in cost analysis/estimation, particularly within a DoD project management office.
  • Hands-on experience with General Fund Enterprise Business System (GFEBS), including resolving Interface Document Errors, obligation and disbursement posting issues, and payroll and travel posting issues.
  • Proficient in Financial Audit Readiness and knowledgeable about Army appropriations such as Operation and Maintenance, Army (OMA), Other Procurement, ARMY (OPA), and Research Development, Test, and Evaluation (RDT&E).
  • U.S. Citizen with an Active Secret Security Clearance.

Job Duties:

  • Lead assigned projects, ensuring the development and management of scope, time, cost, quality, deliverables, resources, communications, risks, and procurements for financial products.
  • Prepare, support, and coordinate budget and financial management reports, processes, and activities to meet mission requirements.
  • Execute GFEBS errors including Interface Document Errors, obligation and disbursement posting issues, and payroll and travel issues.
  • Utilize Defense Travel System for Authorization/Voucher review.
  • Develop IT Budget Exhibits, Purchase Request (PR) Forms, Army budget execution and formulation, Army Budget Exhibits/Schedule, Financial Reporting, T&E Budget Exhibits, and Spend Plan Development.
  • Track and analyze budget variances and provide justifications for Unfinanced Requirements.
  • Conduct Army Program Analysis and MIPR Processing.
  • Ensure financial practices and documentation meet Financial Audit Readiness standards.
  • Maintain understanding of Army appropriations and ensure compliance with relevant financial regulations and policies.
