Position Summary:
Under the general direction of the Director of Engineering, the Development Services Supervisor is responsible for planning, organizing, reviewing, evaluating, and coordinating the development processes for obtaining water and sewer services and connections.
Specific Responsibilities:
Coordinate and track entire developer agreement lifecycle
Schedule meetings with developers to discuss scope of development
Communication and document management coordination with contracted outside law firms
Preparing standard Utility Service Agreement proposals and submitting them for appropriate approvals and signatures
Provide support with standard Agreements and Task Orders for contractors proposals and submitting them for appropriate signatures
Attend developer meetings
Developer project status updated and collaboration with Communications Department to share information with internal and external parties.
Bond document management
Coordinating signatures and notarizing
Responsible for document management
First point of contact for developer inquiries on planning and development related issues
Verifying signature authority
Create/Update/Close development related projects in Powerplan System as needed
Liaise with Contracts Department as needed
Calculate fees associated with development
Research, compile and analyze a variety of data for development projects
Maintain developer project tracking
Provide infrastructure information to developers
Perform minor site plan review and exhibit review
Assigning contract numbers and logging in Access database
Ability to work well with others in a team environment
Perform other such related duties as assigned
Processing of standard Agreements and Task Orders
Required Knowledge Skills & Abilities
Very strong attention-to-detail especially in reviewing legal agreements, developer plans and utility service agreements
Strong written communication skills and reading comprehension
Ability to calmly communicate verbally; ability to establish successful working relationships; ability to work under pressure, and/or with frequent interruptions
Ability to manage multiple developments/projects simultaneously
Notary or willingness to obtain notary certification
Knowledge or experience with Cardinal, County GIS, PUCT, Microsoft Office Suite, Adobe Acrobat, OnBase preferred, DocuSign preferred
Knowledge of CLWSC Tariff
Skilled in general office equipment
Valid Texas driver's license
Required Education and Experience
A Bachelor's degree from an accredited college or university with major course work in planning or similar degree
Minimum of 4 years coordinating developer type projects
Preferred experience in land and housing development industry
