Lead and ensure the design and delivery of highly effective talent acquisition, development, and management processes across the business. Guide the organization's activities in the following areas: Talent Sourcing, Talent Recruitment, Talent Management, Workforce Diversity, Succession Planning, and Workforce Planning.

DUTIES AND RESPONSIBILITIES
1. Partner with the Regional Vice President of HR to build and deploy a comprehensive plan to create and nurture a sustainable talent pipeline across the region. Identify initiatives and programs to foster a talent mindset across the regional supervisory and management team.
2. Lead the regular execution of our Talent Management Process (TMP). Work closely with the RVP-HR and the Region SVP to develop and manage an ongoing talent portfolio for the region. Work effectively with field HR Business Partners to ensure rational movement of talent across the region. Brief the Regional Senior Team on the status of our regional talent portfolio and succession plans. Ensure the TMP process is leveraged across the organization.
3. Lead the development and execution of professional career paths across the regional footprint. Work with functional business leaders to identify critical skills, competencies, and experiences required for advancement. Design rational career roadmaps for professionals to follow in order to gain required experience and learning.
4. Build relationships with other talent management leaders within Comcast to identify capable talent across the enterprise for positions within our regional footprint. Leverage relationships to export our regional talent to key positions in other parts of the company.
5. Supervise one or more Staffing professionals, establish individual performance goals, evaluate performance, and provide appropriate guidance and/or recognition.. Provide guidance on assigned activities and ensure follow-through on assigned tasks and projects.
6. Design effective approaches to assess regional labor markets and develop effective programs to attract the candidates with the right skills and professional profiles into our applicant pool.
7. Create talent acquisition acumen to source for high volume and niche positions through various media while proactively creating talent pools and pipelines to fill future region needs for volume and niche positions.
8. Analyze data (e.g., exit interviews, employee satisfaction surveys, turnover and other metrics), identifies trends and recommends solutions to improve employee satisfaction, performance and retention.
9. Work with division and corporate staffing professionals to effectively market the Comcast Company brand to targeted candidate populations. Direct and manage the outreach process.
10. Assist with the development of progressive approaches to assess external candidates and improve the quality of hiring decisions. Lead the deployment of new techniques across regional leadership in the areas of candidate screening, evaluation, selection and placement. Establish meaningful metrics to track the effectiveness of our sourcing, screening, and selection processes.
11. Develop a comprehensive workforce diversity process that integrates with our TMP initiative. Identify new approaches to further develop a work environment that leverages diversity to gain competitive business advantage and enhances the Employee Experience.
12. Partner with the Regional Vice President of HR and HR management team to ensure Talent Management activities support other HR activities (e.g. HR Operations/Administrative Services, Employee Relations, etc.) to drive a consistent and meaningful Employee Experience. Recommend HR process and system changes as required. Foster a continuous improvement mindset within the Talent Management team.
13. Act as the official regional interface with Corporate and Division talent management professionals. Ensure effective engagement at these levels and consistent flow of information in both directions. Participate on cross-division and cross-corporation project teams focus on Talent Management activities.
14. Serve as the regional point of contact on workforce planning and headcount tracking. Provide regular updates on the regions progress against desired targets.
15. Responsible for leadership of compliance with various regulatory agencies (FCC, EEOC, OFCCP, etc.).
16. Manage the efficient execution of the pre-employment process.


Required Skills:
MINIMUM REQUIREMENTS
1. Bachelor's degree in related human resources discipline or equivalent education, HR certifications and work experience.
2. Minimum six years experience in Human Resources, with 3+ years direct recruiting and leadership experience.
3. Demonstrated experience in leading a diverse team of staffing professionals - setting vision, strategy, tactics, and delivery.
4. Exceptional organizational leadership skills and customer service orientation.
5. Ability to build and maintain strong working relationships.
6. Demonstrated consultative skills in a large corporate environment.
7. Comprehensive HR subject matter expertise in the areas of Talent Acquisition, Talent Development/ Management, Workforce Diversity and Succession Planning.
8. Demonstrated capabilities in developing and leveraging HR metrics to guide HR effectiveness.
9. Demonstrated project management and implementation skills.
10. Demonstrated process improvement skills.
11. Exceptional verbal, written and interpersonal communication skills with demonstrated presentation skills.
12. Demonstrated organization, quantitative, analytical and problem solving skills.
13. Knowledge and proficiency of PC skills, including Microsoft Word, Excel and PowerPoint.
14. Knowledge of applicant tracking systems, eRecruit/SAP preferred.
15. Experience managing vendor relationships including Vendor Service Agreements, Standards of Work, Price Negotiations, etc.

PREFERRED QUALIFICATIONS
1. Master's degree.
2. Ten or more years of HR and/or Recruitment experience.
3. Knowledge of Minnesota, Wisconsin, Missouri, and Kansas labor markets desirable.
4. PHR or SPHR certification.
