Required Skills:
• Typically requires a Bachelors degree in Business Administration or related discipline with a minimum of 9 years of related experience; Masters degree in similar disciplines with a minimum of 7 years of related experience; or PhD in similar disciplines with a minimum of 5 years related experience.
• Wide-ranging experience and advanced knowledge in Employee Relations and one or more of the following areas: organization development, compensation, staffing and employment.
• Complete knowledge of industry and/or academic practices and standards across a range of applications related to Federal and California state labor laws is required, as is the ability to apply those legal requirements to complex situations in the workplace.
• Demonstrated success in conflict resolution as well as knowledge of ADA, EEO, FMLA, Title VII and wage and hour laws and benefits and responding to any claims to external agencies.
• Extensive experience working as a professional advisor in situations requiring assessment of complex issues and facilitation of sound decisions involving high risk as well as confidential and sensitive matters. Strong influence management skills a must. Proven ability to resolve problems and build consensus given competing priorities and multiple perspectives.
• A successful history of establishing trust with clients and working as a strong, collaborative business partner. A successful change agent and influential team member.
• Excellent analytical as well as written and verbal communication skills with the ability to organize and express ideas clearly and articulate legal requirements and policies to management and customers.
• A commitment to customer service evidenced by customer satisfaction with high quality counseling and enhanced, leading-edge, organizational effectiveness and problem solving.
Desired Skills:
• An advanced degree and/or PHR/SPHR/SHRM Certification; management or supervisory experience. Experience in HRIS (Human Resources Information Systems) and reporting; streamlining and reengineering processes, designing and implementing HR programs, policies and practices. Current knowledge of human resources practices including facilitation and the dynamics of problem solving and negotiation.
Will: Will be a member of the Human Resources Management Section and will report to the Manager, HR Management. The HR Manager will be responsible for partnering with the technical management team and employees by providing strategic, integrated advice and direction on business issues with HR implications. Consulting with clients in resolving workplace and employee issues resulting in high-quality results. Developing and delivering HR training for management and employees. Serving as Project manager for new HR programs involving conceptualization, design, and implementation.
• Partners with Laboratory Organizations on strategic issues relating to talent management, organizational assessment, employee relations, legal compliance, change management, and organizational design. May be Responsible for the development, implementation, administration and evaluation of a variety of human resources programs, policies, processes and services.
• Applies extensive understanding to create customized HR solutions to meet organizational goals. May develop and will deliver presentations to client group(s) covering highly complex, advanced and unique business and HR topics / issues and recommendations.
• Advises employees and management on highly complex and critical HR issues, policies, practices and programs.
• Leads the roll out and implementation of new or changed HR programs.
• Consults on issues regarding work force planning and coordinates communications with appropriate HR organization.
• May consult on and participate in organization design and restructures (reorganizations).
• Serves as an expert in field to lead investigation and resolution of litigation and agency initiated complaints such as DFEH, Dept of Labor, and EEOC.
• May lead a multifunctional and/or multidisciplinary team for a project, activity, or function within scope of assigned
• Serves as an essential team leader on teams inside and outside organization, project, activity or function.
