Job Purpose:
With minimal supervision, the Project Manager, PMO is responsible for planning, leading, organizing, and motivating project teams to achieve a high level of performance and quality in delivering projects that provide exceptional business value to users, which are typically IT related and predominantly capital investments. The Project Manager PMO III often initiates projects; conducts research and alternatives analysis, engages vendors for RFI and RFPs, executes contract completion, and is capable leading moderately large complexity projects with limited assistance from the PMO Manager, including financial analysis and forecasting for the projects assigned. 
Main Accountabilities:
Delivery of all work assignments, directions, and instructions based on the priorities and time parameters given by immediate supervisor. Manage assigned projects, and is capable to lead moderately large complexity (budget $1M - $2M, 8 - 14 months duration) using project management techniques. Capable to lead multiple project schedules. Capable to facilitate meetings and coordinate the work of others. Work to understand business functional needs and develop utility business acumen over time. Work flexible hours, outside standard business hours, as required to apply system maintenance, upgrades, or to perform project implementation activities. Work flexible hours, and at times more than a typical 40-hour week, as required to ensure on-time delivery or to respond to critical business needs. Achieve annual performance objectives established with your supervisor.
Business Analysis:
Initiate business projects on behalf of executive leadership and coordinates resources to define them. Work with IT and business clients to define the scope and objectives for all assigned projects using standardized documentation techniques. Lead functional resources to develop a project business case. This includes analyzing current state processes and costs and proposed implementation costs and project benefits. Able to develop complex financial analyses to support the business case. Document current processes using procedural analysis and standard process documentation techniques. Document formal business and technical requirements.
Lead problem solving sessions and facilitate root cause analysis. Design proposed process improvements and demonstrate business value of the proposed improvements. Conduct market scans to identify vendor solution alternatives. Conduct vendor research to assess corporate history, financial health, and product direction. Build and maintain strong internal networks with key customers.
Planning & Execution:
Establish selection criteria for internal and vendor solutions. Develop RFI's and RFP's, specifications, and requirements. Manage vendor selection process. Working with stakeholders, define project scope and schedule while focusing on regular and timely delivery of value; organize and lead project status and working meetings; prepare and distribute progress reports; manage risks and issues; correct deviations from plans; and perform delivery planning for assigned projects.  Engage other IT resources on behalf of internal customers to validate technical requirements and obtain time estimates and costs. Ensures resources are available.  Assist in team development, removing roadblocks to their work; leveraging organizational resources to improve capacity for project work.  Support the product owner in managing customer expectations for project deliverables, managing stakeholder communications, and assisting in implementing an effective system of project governance.  Promote empowerment of the team and encourage sustainable pace with high-levels of quality for the team.
Process Improvement:
Encourage and identify ongoing process improvement initiatives to implement best practices for Agile Project Management.
Key Customers:
IT leadership, IT managers, directors, and managers in key lines of business.

Academic Qualifications:
Bachelor’s degree.
Concentration in business administration/management. Certifications and/or advanced studies preferred.
Work Experience:
Level III: Typically will have 4-6 years of progressive and relevant experience in Information Technology. Demonstrated prior project management experience managing moderately large complexity projects required.
Level IV: Typically will have 6+ years of progressive and relevant experience in Information Technology. Demonstrated prior project management experience managing large complexity programs and projects required in various software development methodologies to include agile and waterfall. PMP, PMI-ACP, SCM or equivalent certification required.
Process design skills. Utility experience or work in a regulated environment. PMP or agile type certifications.
Functional/Technical Competency Requirements:
Solid understanding of software development life cycle models as well as knowledge of both agile and traditional project management principles and practices and the ability to blend them together in the right proportions to fit a project and business environment. A proven track record of successfully implementing software using SDLC methodologies. Experience overseeing multi-functional project teams with team members including developers, business analysts and quality assurance members. Solid understanding of and demonstrated experience in using tools such as: Microsoft Project, Visio, other Office tools. Excellent oral and written communication skills and experience interacting with both business and IT individuals at all levels. Creative approach to problem-solving with the ability to focus on details while maintaining the “big picture” view. Demonstrated knowledge and skills in Application Development & Support.
