SUMMARY: This position is responsible for overall management of the Squaxin Community Utilities, including supervision and training of Utilities staff, and the development of specific projects. Community Utilities shall include: sewer collection and waste water treatment, community water supply and transmission, and the storm water collection and distribution systems. The Tribe owns and operates a Membrane Bioreactor (MBR) wastewater treatment and water reclamation facility.
ESSENTIAL DUTIES AND RESPONSIBILITIES: Provide management, direction and leadership to ensure that Squaxin Utilities operate continually, and meet all applicable health and safety standards or requirements.
Supervise Utilities staff by establishing work schedules, monitoring performance, ensuring safety procedures are followed, setting work priorities, and meeting with them on a regular basis to discuss or resolve work and workstation issues.
Provide and/or arrange training for Utilities staff toward both wastewater and water operation and maintenance certification, and other continuing education in utilities.
Develop and implement a plan for operation and maintenance of the Wastewater Treatment Plant/ Water Recovery Plant (WWTP/WRP).
Develop and implement a plan for operation and maintenance of the Community Water system(s).
In collaboration with Tribal leadership, Tribal enterprises and DCD, develop and implement a long-term plan for maintenance, expansion or upgrade of all utilities that will meet the projected needs of the Squaxin Island Tribe.
Implement and oversee projects for repair, renovation, upgrading, and expansion of the Squaxin Utilities by developing solicitation documents, obtaining bids, working with contractors, and ensuring compliance for quality and timeliness.
Develop and manage Utilities Program budgets. Adhere to SIT Procurement Policies.
Complete and submit all required reports to the Department, funding entities and regulatory agencies.
Attend the Squaxin Utilities Commission meetings.
Other duties, as assigned by Supervisor.
SUPERVISORY RESPONSIBILITIES: This position has supervisory responsibilities.
QUALIFICATIONS: Must have strong supervisory skills with the ability to motivate, instruct, communicate with, and evaluate performance of supervised workers. Must have knowledge and experience in operation, maintenance and repairs of community water and waste water systems, including membrane bioreactor systems (MBR). Must have the ability to work with a variety of vendors and professional consultants when ordering supplies or soliciting professional services. Must be able to complete management level tasks for project management, supervising, writing, budgeting, reporting, and program planning. Must pass criminal background check.
EDUCATION AND EXPERIENCE: All education and experience levels must have a minimum of two years’ supervisory experience over two or more workers preferably in utilities management, construction or related field; a related field may include experience in public works, facility maintenance, utility management and/or construction.
A Master’s Degree in Plant Management, Administration, Engineering or related field with two years’ related experience; OR BA with four (4) years of experience in a related field; OR an AA degree with six (6) years of experience in a related field; OR a High School Diploma/GED with eight (8) years of experience in a related field.
LANGUAGE SKILLS: Ability to read, analyze, and interpret: general business periodicals, professional journals, technical procedures, land surveys, building drawings, and flow diagrams, and governmental regulations. Must have the ability to write reports, write business correspondence, and procedure manuals. Able to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
MATHEMATICAL SKILLS: Ability to calculate figures and amounts, such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Able to apply concepts of basic algebra and geometry. Ability to work with mathematical concepts, such as probability and statistical inference and fundamentals of plane and solid geometry and trigonometry.
REASONING ABILITY: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Able to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
CERTIFICATES, LICENSES, REGISTRATIONS: Must have a valid Washington State Driver’s License. Desired certifications: Wastewater Plant Operation certification, Water Plant Operation certification. Must successfully pass a WATCH and Tribal background check.

While performing the duties of this job, the employee is frequently exposed to wet or humid conditions (non-weather), works near moving mechanical parts, works in high, precarious places, is exposed to fumes or airborne particles, works in outdoor weather conditions, and runs the risk of electrical shock. The employee is occasionally exposed to toxic or caustic chemicals, works in extreme cold and extreme heat (non-weather), works with explosives, and is exposed to vibrations. The noise level in the work environment is usually moderate. The employee will often be required to wear personal protective equipment such as ear plugs and safety glasses.
