Job Description:


ORC Utility and Infrastructure Land Services is seeking a full-time, exempt Right of Way Project Manager to be based in either South Bend, IN or Benton Harbor, MI . An office location has not been established yet so travel will be required to both locations.

Utility & Infrastructure Land Services provides services related to program management for the land acquisition phase of pipeline, transmission lines, utility and other infrastructure projects as well as real estate services including, but not limited to, right of way acquisition services. The Project Manager (PM) will be responsible for managing complex Right-of-Way, including acquisitions of home purchases, negotiating the removal of encumbrances, securing easements and electric transmission line replacement, for a transmission line rebuild project. The PM will work alongside the client to ensure proper ROW scoping along with be responsible for providing administrative direction and managing, supervising and coordinating the activities and operations of a project team and/or agents thru project lifecycles. The PM will partner with the ORC Regional Vice President (RVP) in new business development, proposals and regional growth.

Minimum Requirements:

  • Four-year degree from an accredited university or equivalent industry experience.
  • Prior Right of Way experience in Electric Transmission and/or Distribution.
  • Prior experience overseeing projects totaling a minimum of $100k.
  • Must have experience effectively managing direct reports.
  • Prior experience managing budgets and preparing reports on project financials.
  • Must have excellent communication skills; verbal, written, interpersonal, listening.
  • Able to work efficiently and effectively under tight deadlines, as well as balance multiple projects by prioritizing effectively.
  • Analytical, problem solving, and negotiation skills.
  • Must be proficient with MS Office Suite, specifically, Outlook, Word and Excel, and SharePoint or equivalent database.
  • English language proficient.
  • Valid Driver's License

  • KRA #1:

    Tasks-Activities - Meet on a regular and scheduled basis with the RVP to ensure that projects are being executed in alignment with the Business Plan. Responsible for entering all CRM data into Vision.

    Accountability (Goal) - Initially and prior to the beginning of each calendar year, the Project Manager will execute the business plan that includes the following -

    • Mission
    • Industry/Market Analysis and Strategy
    • Existing Client Strategy
    • New Client Strategy
    • Positioning and Networking Plan
    • Quarterly Business Development Activities

    This plan must be reviewed and accepted by the Regional Vice-President and COO.

    KRA #2:

    Tasks-Activities - Based on projects awarded, the PM will create a project team capable of producing quality project management while meeting project requirements and schedule. Engage Human Resources to assist with workforce planning and staffing management. PM will complete individual performance management appraisals for team members which will include specific assignments, coaching and annual effectiveness. Responsible for ensuring that employees follow and adhere to all company policies.

    Accountability (Goal) - The PM will execute to the personnel plan, hiring, deploying and terminating team members in accordance with the project schedule and project staffing needs.

    The PM will complete an individual performance management review for each staff member which will include specific task assignments, coaching and annual effectiveness review. Engage Human Resources to support workforce planning, employee engagement and relations, or succession planning efforts. PM will assist HR in tracking all necessary training and certifications are completed.

    KRA #3:

    Tasks-Activities - The PM will engage in appropriate marketing activities including the use of marketing materials, participation in conferences and attendance in meetings. The PM will actively participate in the creation of proposals in pursuit of projects. Will write technical portions of project approach for proposal submittals. The PM will cultivate relationships with existing and potential clients and will use the position defined contact points to enhance business development engagements.

    Accountability (Goal) -The PM will submit monthly updates of marketing and business development efforts to include the pursuit of specific near term and long term projects visible to the Division.

    Proposal creation and deadlines will be documented and tracked, reviewed and approved in the monthly marketing meeting with the Regional Vice-President.

    KRA #4:

    Tasks-Activities - The PM will create and maintain appropriate business relationships with existing and prospective clients of ORC to identify and respond to client needs in the pursuit and execution of projects.

    Accountability (Goal) - The PM will be accountable to maintain positive working relationships with clients, resulting in client retention and avoiding project claims and litigation. This includes monitoring and, where appropriate, attending scheduled client meetings related to progress, anticipating client needs, identifying and mitigating project problems to the satisfaction of the client within contract specifications.

    Able to work cooperatively and effectively with others to interpret and resolve problems. Anticipates, understands and responds to the needs of internal and external customers to meet or exceed their expectations. Takes the initiative to go above and beyond to assist where and when needed.

    The PM will publish a monthly recap, as part of the monthly marketing plan, documenting client contact and analysis of client needs and service delivery related to project work. This recap will be reviewed and approved by the RVP.

    KRA #5:

    Tasks-Activities - The PM will implement appropriate project management systems and templates to ensure consistent project management on all division projects in coordination with other divisions of ORC as directed by RVP. Will manage projects to established financial and staffing metrics.

    Accountability (Goal) - The PM will implement a monthly master project management schedule using appropriate software to track the status of individual projects in the Division portfolio. This project management schedule will be reviewed and approved in the monthly meeting with the RVP. The PM will be accountable for project monitoring, using project metrics, financial controls, audits and budgets, including effective multiplier and staff utilization rates. Purpose is to maintain the project within project specifications and deadlines including profitability established by the project budgets. The PM will be accountable for reviewing each project with the purpose of identifying change orders to the project scope. Identified change orders will be appropriately drafted, negotiated and signed according to provisions in the contract. The PM will document all project details for possible claims and litigation activity.

    The PM will be accountable for project closeouts in compliance with contract specifications and deadlines. This will include final review of project metrics, financial controls, audits and budgets, including effective multiplier, and utilization rates. Ensures production gets done and implements the production system.

    KRA #6:

    Tasks-Activities - The PM will maintain quality standards for individual projects that are in compliance with regulatory statutes and contracted project requirements. The PM will monitor activity on assigned project teams to ensure quality assurance.

    Accountability (Goal) - The PM will utilize a quality standard document to be used as an audit tool to ensure compliance with regulatory statutes and contracted project requirements.

    The PM will implement an appropriate file review and audit system to ensure compliance. The PM will publish a QA/QC addendum as part of the project close-out.

    KRA #7:

    Tasks-Activities - The PM will monitor and stay current with project management trends within the industry. The PM will remain current with all ORC project management tools and administrative and software systems.

    Accountability (Goal) - The PM will publish an annual personal professional development plan, outlining the necessary programs, courses and certifications required to remain effective in the role of the PM. The PM will assist in creating professional development plans for all direct reports. This will include associated costs to execute the plan. The professional development plan will be reviewed and approved by the RVP.

    KRA #8:

    The PM will be accountable for effectively communicating ORC's mission, vision and values. The PM will lead by example and be attentive to the behavior of staff in accordance with the company's mission, vision and values. The PM will be accountable for coaching and, where appropriate, taking corrective action. The PM will participate in meetings regarding the definition and maintenance of the company's mission, vision and values, providing constructive input.

    KRA #9:

    Tasks-Activities - The PM will be required to deliver the following items at the below intervals.

    Accountability (Goal) - The PM will prepare in written format and deliver to the RVP the following items:


    • Monthly Operating Review (MOR) Report

    • Performance Coaching of direct reports

    • Annual Business Plan
    • Annual Budget
