Position Summary:

The  Trade Compliance Import Manager is responsible for facilitating Leonardo DRS business by developing, implementing and overseeing the maintenance of internal import/export controls to ensure compliance with U.S. government regulations such as the International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), U.S. Customs and Border Protection Regulations, Economic Embargo Regulations, and Importation of Arms, Ammunition and Implements of War Regulations.

Duties and Responsibilities: 

  • Provides advice and guidance on the application and implementation of U.S. Government export/import regulations

  • Interfaces with internal and external customers in trade compliance matters

  • Supervises, mentors and assists Trade Specialists in day-to-day export/import activities

  • Coordinates with various internal functions in obtaining the necessary U.S. Government export/import licenses, agreements, permits, certifications and technology release determinations

  • Determines HTS & Schedule B Classifications maintaining substantiation records

  • Drives global processes to achieve trade compliance related savings from free trade agreements, duty drawback, duty exemption, and other duty deferral programs

  • Provides guidance related to valuation, material to vendor and other related assist and maintains the correct documentation to support declarations made to participating government agencies such as CBP and Census

  • Develops and implements business processes, procedures and tools to ensure compliance with U.S. Government export/import regulations and Company policies

  • Reviews and approves the export/import of goods and provides support in the movement of goods globally

  • Develops a global sustainable compliance process and ongoing interactions with global Supply Chain, Customer Service, Operations, Legal and external service providers

  • Analyzes reports and metrics pertaining to various elements of the export/import process, and reports out on trends, areas of concern and improvement opportunities

  • Manages and maintains export/import files and records in accordance with U.S. Government export/import regulations and Company policies

  • Oversee the work of the customs brokers, freight forwarders and support staff as it relates to day-to-day trade operations

  • Identifies training needs and develops and provides training pertaining to export/import requirements

  • Monitors export/import compliance through self-assessments and audits

  • Supports investigations, external audits, internal audits and other compliance matters

  • Support, communicate, reinforce and defend the mission, values and culture of the organization

  • Support programs in the development of processes and rules governing the movement of goods globally

  • Work with internal programs, outside vendors and suppliers to improve compliance efficiencies and reduce possible transportation delays
Basic Qualifications:                                                                      

  • Five or more years in trade and/or trade compliance related position

  • Bachelor’s degree preferred or equivalent experience

  • Ability to obtain Department of Defense (DoD) Collateral Secret security clearance

  • Ability to manage assignments with limited or no direct supervision

  • Ability to manage daily trade compliance operations and team

  • Ability to analyze and solve complex problems

  • Demonstrates consistent application of company and industry business practices and concepts

  • Ability to apply U.S. Government regulatory requirements in complex scenarios

  • Attention to detail and follow through on tasks assigned

  • Excellent oral and written communication skills

  • Strong presentation skills

  • Ability to multi task

  • Ability to travel as necessary to support the functions of the job

  • Understands OFAC, BATF and U.S. Customs regulations

  • Ability to work well in a team environment

  • Strong knowledge/experience of U.S. Customs Regulations

Qualification Preferences:

  • Licensed Customs Broker

  • Export licensing and compliance experience for military and dual-use articles subject to the ITAR and EAR

  • Experience in logistics, shipping, or supply chain positions

  • Policy/procedure managerial experience of requirements and instructions

  • Ability to support multiple business products across other business profiles
