Provides direct support to a Senior Manager, or direct report to an officer, in developing and tracking business plan and monitoring performance results. This position has responsibility and accountability for human resource, budget and administrative functions for the district. This position may represent the district in providing a "front door" for requests that do not have a clear owner, which requires a good overall knowledge of district functions. May be the primary delegate representing the Senior Managers in their absence including: resolution of budget management, business planning, and tactical planning issues. Often responsible for prioritizing critical work tasks for the district. Provides expertise in technical areas that the district is accountable for. Member of task forces and process management teams to insure overall district success. Decisions must be made in an environment of constant change while balancing multiple priorities that include competitive pressures, fluctuation revenue streams, financial limitations, engineering and service requirements while incorporating capital and expense budget pressures. Typically reports to a Senior Manager or the direct report of an officer. Non-Supervisory position.
