Reporting to the VP of Operations, this role is responsible for the development and implementation of statewide strategies to enhance and improve the operational and financial performance including strategic purchasing; strategic facilities management; and continuous strategic improvement. Strategic Facilities includes SCADA/Automation of operational assets; and operational land/building optimization (including energy efficiency; energy demand response; timber program), and acquisition and/or disposition. Strategic Purchasing includes optimizing cost and performance of statewide purchases , for example, statewide power; statewide chemicals; statewide waste/residuals; fleet and other operational categories that offer value opportunities. Strategic Continuous Improvement includes acting as Team Lead for a new workgroup responsible for the identification of cost saving and revenue enhancement opportunities. The position will supervise the Strategic Buyer, and will be responsible for coordinating with all aspects of Operations, as well as Engineering, Finance, Business Performance.
Develop and support the implementation of Pennsylvania American Water's SCADA/Automation strategy to optimize current and future technologies, with the objective of meeting all regulatory requirements and serving our customers in an efficient manner.
Assess operational assets for functionality, fit for purpose, and economic value- develop plans for future use as appropriate.
Develop strategies for each major operational budget item (excluding labor) to ensure the customer is receiving value today , and as markets/supplies/products change over time .
Act as Team Leader for the statewide Continuous Strategic Improvement team to identify opportunities and to promote a culture of continuous improvement across the business .
Support business development activities as required
Monitor and provide analysis of budgets and operating metrics for management needs.
Knowledge / Skills
Core professional competence in Operations and Maintenance, and Capital Investment as it relates to water/wastewater resource facilities.
Contract administration knowledge required.
Working knowledge of new technology and current trends in water quality, water treatment, developer services and other related water resource management disciplines .
Business acumen and judgment; knowledge of company procedures, policies and operations;
Knowledge of Change Management methodologies and techniques
Broad knowledge of Water/wastewater production and field operations, Engineering, Project Management and construction management practices.
Good working knowledge of regulatory developments, new SCADA/automation technology and current trends in water resource management disciplines.
Knowledge of applicable state and federal regulations.
Knowledge of company procedures, policies and operations .
Knowledge of employee relations, applicable safety and environmental regulations, federal and state water quality and design regulations and technical standards.
Computer literacy. Strong skills in the use of word processing, spreadsheet, flow- charting, project scheduling.
Good verbal and written communication skills (e.g., presentation, listening, report writing).
Financial analysis skill, including budget management and comprehensive accounting knowledge.
Strong team-working skills and ability to manage/produce in a culturally and geographically diverse, multi-company, matrix organization.
Excellent planning, organization and time management skills as an individual and as a manager.
Experience in challenging processes, decisions and plans at levels up to senior management.
Experience / Education
15 years of water/wastewater utility management experience. 10 years of water and/or wastewater production and collection.
Bachelor's Degree in Engineering, Construction Management or related field. Advanced management or technical degree preferred.
