Job Description:

This position develops standards, performs engineering analysis of the municipal fiber network, establishes design guidelines, and assists customers with system architecture and technical requirements for both the fiber network and networking needs.
The salary range for this position is $38.56- $61.73 per hour with a hiring range of $38.56 - $50.14, depending on qualifications and experience.

ESSENTIAL JOB FUNCTIONS:


Develops and maintains material specifications and construction standards.  Establishes engineering guidelines for design staff.  Performs engineering studies to optimize performance of the fiber network.  Analyze customer requirements and develop complex telephony and data networking solutions to meet those requirements.  Provides support and guidance for the Operations and Field Services GroupsPerforms design of transport networks and network architecture. Prepares bid specifications, develops requests for proposals or requests for information. Performs project management duties for consulting and construction contracts.  Collaborates to review and compile short and long range capital improvement planning and provides budgetary estimates. Performs high level design and planning for network architecture and fiber systems. Reviews and approves construction plans for network architecture, central office, headend and outside-plant design. Develop and test new products, troubleshoot complex network issues, maintain the health and security of all network services and associated systems. Participates and leads projects as needed in various network projects in the areas of project engineering, scheduling, equipment upgrades and fiber optics installation. Works with selected vendors in pricing, technological needs and data/voice communications equipment requirements. Translate customer requirements into feasible solutions and work with teammates and cross-functional teams to design, plan, communicate, and implement those solutions. Provide technical support to technicians.


OTHER JOB FUNCTIONS:


Specifies, designs and implements system equipment and facilities.  Coordinates and incorporates designs of municipal fiber system with other utilities and customers.  Responsible for project management and monitoring of construction, installation and operation of equipment, facilities and utility system additions.  Provides technical support to operations personnel for planning, designing, optimizing, maintaining and operating the system.  Coordinates and directs contractors and consultants on projects.  Performs technical studies, project management and special projects for the network engineering team and Municipal Fiber Manager.


SUPERVISORY DUTIES:


The incumbent does not supervise the work of others.


JOB QUALIFICATIONS:


Knowledge, skills and abilities:


Extensive knowledge of communications systems and associated equipment.  Ability to use power and communications-related test equipment, computer equipment, and related software.  Skilled in project management with ability to work with consultants, contractors, other utilities, and municipal fiber customers.  Ability to communicate effectively and diplomatically with coworkers, contractors and other city staff.  Thorough knowledge of the National Electric Safety Code and working knowledge of the National Electric Code. Ability to solve complex communications engineering problems.  Knowledge of economic analysis.  Ability to effectively evaluate new material, equipment, and construction standards.  Ability to prepare detailed reports and give presentations to City Council, the Loveland Utilities Commission, and the Loveland Communications Advisory Board.  Must possess a valid driver’s license.  Intermediate or advanced skills in Microsoft Office, ArcMap, Schneider’s Fiber Manager, Wavepoint, and element and network management systems.

Education and/or formal training:


Bachelor of Science degree in electrical engineering with emphasis in communications systems, control systems, or power systems.


Experience:


Three (3) years of progressive work in communications and power design and analysis is preferred.


Material and equipment directly used:


Computer, telephone, vehicle, 2-way radio, multi-function meter, OTDR, OTLS, reflectometer.


Working environment/physical activities:


Work is performed both inside and outside with occasional outside work in inclement weather and around excessive noise from machines or equipment.  Moderate physical activity required by moving, positioning and handling objects up to 350 pounds occasionally and/or up to 50 pounds frequently.  Work may include pushing, pulling, stooping, kneeling, crouching, crawling, climbing and reaching to assist others in performing job.  Working environment may include working in confined spaces, below ground installations, above ground ladders, aerial devices or equipment at various heights, working on or around energized equipment, (110 volts to 115kv).  Work may involve long hours and overtime during holidays, emergencies and weekends.  Position is subject to call out during outages with no notice and will also be on-call during certain times of the year.
