Job Description:

Responsibilities
Demonstrates competence in Hospital Emergency Management, Emergency Preparedness (EP) and Disaster Preparedness
Attends and participates in emergency preparedness meetings with local, regional, state, and federal level agencies, and reports outcomes, decisions, and recommendations to site Quality and Safety leadership, Hospital Executives, and JLL Emergency Management Leadership
Coordinates and supports Hospital training programs, and Emergency Operation drills in preparation for actual events/incidents.
Coordinates implementation and training of the Hospital Incident Command system: identifies systems and operational opportunities and recommends solutions
Participates in routine exercises to test the system wide response to a variety of crisis situations.
Actively partner with AH sites for Specific EM Exercises/Drills. Submitting documentation on data collected or critiques of events as directed. Provide input on opportunities for improvement from those critiques.
Annually and as required reviews and updates the site s Emergency Management (EM)Plan
Functions as the Site Emergency Operations planning and preparedness coordinator
Provides consultative support for all Hospital departments and service lines to assure compliance to Joint Commission and CMS standards related to emergency planning and preparedness
Facilitates a team approach to the integration of Emergency Planning standards into routine processes and activities at a site level.
Completes and facilitates a collaborative Hazard Vulnerability Analysis (HVA) at the site level for all appropriate locations
Develops a strategy for continuous survey readiness, via testing and simulations to assure effective compliance with EM standards.
Works effectively with the medical staff and service line Medical Directors to assure continuity in care for patients in emergency situations.
Effectively partners with managers and leaders, practice councils, committees and teams to assure that Joint Commission and CMS EM/EP requirements are integrated into daily management
Identifies performance improvement opportunities using internal and external auditing to include rounding, tracers, and other appropriate methodologies
Chairs the site Emergency Management committee to assure the effective oversight and monitoring and reporting of EM standards.
Participates in the development of training materials for physicians and clinical caregivers.
Coordinates and provides education for physicians, clinical caregivers associated with standards of compliance with EM/EP requirements
Assures that surveys and focused standards assessments are coordinated effectively and efficiently
Serves as the lead instructor for training hospital staff on emergency management topics to include the Incident Command System, decontamination, etc.
Participate in incident investigation to identify causal factors to determine how incidents might be prevented in the future.
Recommends remedial and corrective action.
Maintain and continuously improve the Emergency Management plans ensuring compliance with regulatory standards.
Oversees development and maintenance of the site s core documents, including a hazard vulnerability assessment, emergency action plans, annual risk report, and after-action reports for all incidents and exercises, and emergency preparedness and response policies and procedures.
Participates on Hospital Emergency Management committees and ensures compliance with TJC and CMS, FEMA and OSHA, as it pertains to emergency preparedness and response.

Qualifications
A Bachelor s Degree in safety, emergency management, industrial hygiene, facilities management, clinical engineering, business, technology, healthcare management, nursing and/or other related field required.
Master s degree or equivalent experience desired (will consider Bachelor s degree with adequate career experience).
3-5 years in the role of Emergency Management or Emergency Preparedness, experience in law enforcement, associated government experience (FEMA) with experience with Joint Commission accreditation
Certified Emergency Manager preferred
Experience with managing teams, goal setting, decision making, performance improvement, and conflict resolution required.
Experience in developing policies and procedures required.
Knowledge of hospital/facilities management, clinical engineering, and/or regulatory standards is required.
Knowledge of Microsoft Office and Computerized Management System CMMS) database applications is required.
Analytical skills to comprehend and interpret complex regulations, perform data analysis, and communicate results to others required.
Strong interpersonal and conflict management skills.
Organizational and project management skills.
Effective written, verbal, and presentational communication skills.
