Job Description:

Job Summary:
This position is responsible for business operations for the wastewater site and includes: supervising employees, assisting in planning, developing, and managing the operations of the wastewater treatment facility. Areas of responsibility may include the following: lab/process control, industrial waste monitoring, solids handling and maintenance of equipment; in addition to direct responsibility for modifying and implementing safety programs. Incumbent will assume responsibility for total operations in absence of the Project Manager.

Primary Responsibilities:

  • Create a Safety Culture - Model, practice and ensure compliance with all safety policies, practices and programs.
  • Manage operations to plan and acquire staff and equipment to support current and future business requirements.
  • Communicate timely and effectively with team, peers, managers and customer. Provide appropriate and timely updates/reports to respective requestors as required.
  • Supervise staff and support activities including: creating work schedules, and assigning work to ensure successful operations.
  • Participates in the hiring process, provide timely feedback; evaluate staff performance, provide appropriate development opportunities and guidance to employees.
  • Meets effluent quality consistent with contractual cooling tower recycle, City of Toledo POTW pretreatment standards, and NPDES permit requirements.
  • Submits status reports to plant manager on effluent quality, odor control and personnel safety.
  • Maintains cost control in all areas.
  • Supervises implementation and modification of maintenance management system (MMS).
  • Observes required confidentiality of process and proprietary EOS information.
  • Modifies, implements, and administers plant procedures and policies.
  • Leads dynamic safety program and committee to ensure compliance, and reduce risks
  • Assign work and supervise laboratory director, and maintenance supervisor.
  • Review, modify and supervise implementation of process control strategies.
  • Maintains absolute confidentiality with respect to company and plant information.
  • Responsible for transmittal of weekly flash reports and reports by exception to designated recipients.
  • Establish and maintains effective working relationships with others including: staff, clients, customers, regulatory agency representatives and general public.
  • Performs additional jobs duties as required to support successful business operations.


  • High school diploma or GED.
  • Valid driver's license and maintain throughout employment.
  • Level 3 Ohio Wastewater Operator Certification strongly preferred; will consider Level 2 Ohio Wastewater Operator Certification based on work experience.
  • Four years of experience working in wastewater treatment environment.
  • Course work in biology, chemistry, mathematics, environmental science or health;
  • Associate degree or bachelor's degree is desired.
  • Advanced Red Cross first aid and CPR cards; if not, must be able to obtain within 30 days. Once obtain, must maintain activity card status for both.
  • Demonstrated leadership with minimum 2 years of experience effectively supervising work teams.
  • Ability to train others in the proper operation of an AWT/WETP (wet end, sampling, testing, solids handling, laboratory analysis).
  • Minimum 1 year of experience developing and managing budgets.
  • Proficient using email, internet, spreadsheets, and word processing software (examples MS Excel, Word, PowerPoint, Google Suite of software is a plus).
  • Excellent communication skills (verbal, written, able to speak effectively in front of teams and groups - both internal and external audiences).
  • Able to read, write and understand English.
  • Commitment to comply, model and promote a proactive safety culture.
  • Demonstrated characteristics: maturity, adaptability, self-direction - initiative, organization skills, follow up and attends to details.
  • Able to support 24X7 operations.
  • Able to travel as needed (10%); occasionally stay overnight.
  • Able to embrace and work effectively in a dynamic, and diverse team environments.
  • Successfully complete drug screen, physical and for safety sensitive back ground check.

Physical Requirements:

  • Wear required personal protective equipment including; clothing, gloves, respirators, safety glasses, foot protection and hard hat.
  • Lift, push, pull or carry up to 50 lbs. 100 lbs. with assistance.
  • Sit periodically and for extended periods of time; climb ladders and stairs, reach below knees and above shoulders; kneel and crawl to access work areas.
  • Sit at desk for extended periods of time to complete desk work; interpret information on monitors and manipulate computer key board.
  • Stand, walk, bend, stoop; reach forward and grasp.
  • Enter and exit industrial vehicles without assistance.
  • Balance while walking on wet and slick surfaces, metal grates, narrow platforms/pathways, gravel, rocks and uneven surfaces.
  • Able to walk across pathways with open enclosures at heights of 10 to 25 feet.
  • Work in loud, cold, hot, wet, dry and dusty environments; both indoors and outdoors and in inclement weather.
