Job Description:
Reporting to the CEO of UnitedHealthcare Employer and Individual Markets, the Regional CEO (RCEO) will have complete business performance accountability for all commercial operations in the multi-state regional territory. The RCEO will identify, develop and execute strategic initiatives designed to promote profitable growth. Working in a highly matrixed environment across UnitedHealthcare, UnitedHealth Group and Optum, this position will ensure alignment and execution of deliverables from key executives and cross functional work groups. Market resources including Sales and Marketing, Business Development, Product Development, Underwriting, Network Development, Clinical and Operations will have direct or indirect reporting responsibility to the RCEO. Finally, the RCEO serves as the key leader in the senior management team that links strategic planning objectives with operational execution.

Primary Responsibilities:
  • Leadership
    • Develops strong executive level leadership teams, creates strong morale and engagement in his / her team; fosters open dialogue; creates a feeling of belonging; defines success in terms of the whole team
    • Marshals resources (people, funding, material, support) to achieve growth and retention of new and existing business.
    • Prioritizes, sets goals and ensures they are achieved on time and on budget
    • Orchestrates multiple activities at once to accomplish a goal; uses resources effectively and efficiently
    • Directs the preparation of forecasts, budgets, and long term plans based on objectives, initiatives and resources of the region.
    • Reviews and approves performance models and sales comp design
    • Hires, performance manages, develops, and rewards employees
  • Development of Regional Market Strategy:
    • Identifies market opportunities and develops regional strategies and tactics and ensures their execution in the marketplace.
    • Works with the senior regional leadership team including Health Plan CEO's to develop and ensure accountability in the execution of region-wide strategies.
    • Supports UnitedHealthcare national strategies and messages by tailoring initiatives to fit the local markets within the region.
  • Sales Distribution and Account Retention:
    • Develops new production strategy, tactics and execution
    • Interfaces with Product
      • Represents the business needs with Product - for new and existing products
      • Focuses on managing and streamlining the menu of offerings in all markets
    • Develops and enhances key distributors relationships, customer relationships, builds loyalty, persistency, NBEA
  • Channel Development:
    • Manages business development, strategic selling and servicing - management of prospects and broker and consultant relationships
    • Develops / manages national consultant relationships and managing their performance agreements with UHC
    • Deploys broker capability model. Responsible for broker bonus programs
    • Operates as an active member of senior leadership for segment sales & account management teams
    • Interfaces with Marketing to ensure effective service to the sales and account management organization (through organized events, meetings, collateral materials)
    • Develops customer relationship, loyalty, persistency, NBEA
  • Compliance / Regulatory Management & Government Affairs
    • Ability to represent State and local market. Can serve as face to market
    • Supports initiatives that require compliance to corporate legal or regulatory policies
    • Focuses on cultivating / managing public policy issues at regional level
  • Matrix Management
    • Work with key UHG leaders to set priorities and oversee results for shared resources including clinical, network and provider relations and Optum activities
    • Establish and participate in operating team meetings to review performance against goals, and identify business opportunities for UHG.
    • Works across UHG leader team to set strategy and ensure market engagement to promote community relations, corporate philanthropy, improve public relations.
    • Performs strategic role as a point of escalation for all functions
    • Ensures service delivery from affiliated companies

Required Qualifications:
  • BA
  • 15+ years health industry experience with health plan / insurance background
  • 10 + years of experience in leadership role
  • Proven track record of market share growth.
  • Expert at strategic conceptualization both at a local level and also within the framework of being a part of a national organization
  • Solid understanding of operations, reporting and forecasting
  • Strong analytical skills; has hands-on experience; ability to quickly aggregate and analyze information and draw conclusions
  • Customer-focused
  • Marketing skills / background to understand how to communicate, position, and represent companies with external constituents
  • Strong communicator; capable of effectively presenting ideas and selling concepts and tactics; excellent writer, proven ability to communicate effectively with executive-levels; ability to quickly understand needs and act on those needs; ability to conceptualize and effectuate change management and "out-of-the-box" thinking
  • Experience establishing trust of business partners and other members of leadership team; builds effective relationships both inside and outside the organization; uses diplomacy and tact
  • Experience handling complex situations, conflicts and issues effectively; is sensitive to how people and organizations function
  • Experience building relationships cross-functionally and lead toward common goals
  • Experience driving change, adapt to change and build change readiness at all levels of the organization. Willingness to take appropriate risks; builds consensus
  • Demonstrated leadership and hands-on experience, strong leader and motivator with the ability to mentor talent within the organization; able to provide work direction; able to attract and retain top talent
  • Self-starter who acts independently and directs own work
  • Experience taking appropriate risk to advance our business, isn't just a play it safe person.
  • Strong project management skills; demonstrated history of managing significant and complex projects
  • Experience developing plans and lead teams of professionals to execute plan tactics
  • Experience assessing program / initiative needs and create relevant plans; can simplify complex processes can see opportunities for synergy and integration; sets objectives and goals; detail-oriented and thorough
