In support of Adventist Health s Mission Living God's love by inspiring health, wholeness and hope. the JLL Security & Emergency Manager is responsible for supporting and coordinating of the security and emergency management program for Adventist Health Clear Lake. The Clear Lake system consists of a Critical Access Hospital, Clinics and Rural Health Clinic.
The Security & Emergency Management Manager implements the Hospital Preparedness Program (HPP) grant initiatives within the Healthcare Coalition.
Must be willing to work outside of normal working hours, weekends and holidays as need to support Adventist Health Clear Lake (AHCL) when the HCC is activated.
Designated as chairperson of the emergency preparedness committee.
Maintain all disaster equipment and supplies in a clean, secure location and ensures that all disaster resources are easily accessible and available for rapid deployment following a disaster.
Maintains all HPP grant documentation and ensure that documentation is complete and available for review by external agencies.
Support the development and maintenance of hospital decontamination program and present training at least annually.
Support maintenance of active shooter policy and training initiatives.
Maintain all team training records and documentation.
Develop annual emergency management report that defines objective, scope and program performance.
Participate in the development and annual maintenance of the facility s written disaster plans and procedures to ensure effective multi-hazard disaster response.
Coordinate the annual review of the facility s Hazard Vulnerability Analysis (HVA)
Plan and coordinate required emergency exercises.
Maintain all exercise records.
Prepare after action reports and facility improvement plans according to local, state, federal accreditation standards.
Participate in leadership capacity during Hospital Command Center activation.
Ensure that Leadership are trained in NIMS and HICS.
Provide required emergency preparedness training to staff at all levels including clinical providers.
Supports a safe work environment for staff by ensuring adherence to all safety/infection control policies and procedures/practices to include but not limited to the wearing of appropriate protective clothing and gear and the proper handling of contaminated equipment and tools.
Comply with all JLL policies and procedures, including but not limited to ethics and business practice.
Attend and actively participate in Hospital and / or Healthcare Coalition Sponsored committee meetings that may include but not limited to Infection Control/Safety/Quality/Disaster-Emergency Preparedness.
Develops policies and procedures relating to Emergency Preparedness that are consistent with the Hospital s Policies, Confidentially, Privacy, and Corporate Compliance programs including Federal and State Laws.

The Security & Emergency Management Manager shall be also be responsible for the, oversight and direction of all day-to-day security operations at AHCL.
Oversees the performance of the security services provider and ensures that contract requirements are met.
Responsible for the creation, implementation and standardization of program processes, systems and procedures as directed from corporate security.
Creates and or updates department policies and procedures, ensures that established systems and processes are in place to address administrative and operational issues.
Ensures that proper supervisory oversight is in place and monitors security activities to provide protection and protective measures for the hospital buildings and premises, associates, patients, and visitors.
Acts as the primary law enforcement and correctional liaison for the hospital.
Works with the contracted security services provider for the selection, hiring and dismissal of security personnel. Holds contracted security services provider accountable for staff compliance with all stated mandated licenses, performance deliverables and outcomes.
Ensures that security staffing costs are within targeted budget and minimizing use of billable overtime.
Conducts complex internal hospital investigations, investigations may relate to internal thefts, personnel matters, assaults, missing property, associate injuries, workers compensation, workplace violence, sexual harassment and excessive uses of force on patients.
Works with security services provider s human resources department to resolve security personnel issues.
Ability to provide training and instruction to security supervisors and officers on report writing and conducting initial incident investigations.
Creates and develops healthcare security related training and instruction for security officers.
Gathers, maintains, documents and conducts analysis of security incident data. Prepares security data statistical reports.
Works with security services provider for the training and orientating of new security officers. Ensures that all new hires are provided with department orientation and is documented as required by TJC.
Provides training and expert advice to hospital associates and leadership on a variety of healthcare security, law enforcement and personal safety issues.
Conducts audits of security services provider s invoices, ensuring accuracy and costs are within budget.
Prepares and updates the hospital s Security Management Plan on an annual basis or as needed as required by TJC. Ensures that the Security Management Plan is implemented and followed through. Appropriately evaluates the Security Management Plan annually by preparing an annual evaluation report.
Has overall responsibility for the development and oversight of the hospital s parking management program.
Conducts an annual security risk assessment for the hospital and any off-site locations operating under hospital license. Ensures that an annual evaluation and continued assessment is conducted on the security risks and vulnerabilities of the hospital. Provides guidance and recommendations to reduce the identified security risks and provides updated and current information to senior leadership relating to new security risks.
In collaboration with the Facilities Director, works closely with the hospital s Risk Management and Director of Patient Safety in dealing with issues involving identified security, patient and safety risks.
