The Director-External Data Acquisition position is a role within our Global Data & Analytics (GD&A) organization responsible establishing a centralized function for 3rd party data consumption and developing, maintaining and delivering on our analytical data strategy. This role will be responsible for establishing a centralized function that manages third party data acquisition and consumption capabilities. In addition, you will develop and implement an enterprise vision with a supporting roadmap that continues to enhance our ability to use analytic data as a strategic asset, and advance capabilities to deliver innovative, high-impact analytic solutions that optimize growth, efficiency, and business performance.
This role requires working collaboratively with business stakeholders to set data priorities, develop strategic roadmaps, and accelerate enterprise data initiatives, while at the same time partnering with our engineering team, to design solutions that scale to meet our growing enterprise analytical needs.
Establish a centralized function that manages all third party data purchasing, ingestion and enterprise consumption
Partner with our internal strategic sourcing department and third party vendors to drive a robust, multi-year strategy and harvest the highest value off third party data
Develop and document accompanying business processes associated with intake, prioritization, funding and distribution of all third party data for analytical consumption
Work with business stakeholders to identify data needs and continuously refine business use cases for consumption of analytical needs
Partner with Engineering leaders to develop the strategy and implementation of the overall business architecture for our global analytical data needs
Responsible for developing and maintaining a multi-year business data roadmap and vision for our global analytical data needs
Partners with Agile Product Managers and various business leaders to ensure vision, strategy and roadmap is well understood and executed against
Partner with various business leaders across other business units to ensure there is alignment between our US Commercial, Government and International Markets’ analytical data strategies and align on roadmap dependencies
10+ years of experience working within a Data and Analytics organization, ideally with health insurance experience
In-depth experience with the design, development, deployment of enterprise data assets and 3rd party data management, acquisition and distribution
Excellent communication and presentation skills; must be capable of conveying information with clarity and precision to senior leadership
Has performed in highly collaborative roles that interact with stakeholders, business unit leaders and leadership
Ability to understand and communicate complex data-related issues in a simple and easy to understand manner
Demonstrate expertise in business architecture and have working experience with big data technology infrastructure and environments.
Demonstrate working experience of analytical data lifecycle and a proven track record of strategy execution.
Strong management skills and change management skills that have been leveraged for enterprise wide initiatives
Demonstrated ability to think/act strategically and influence key leaders and matrix partners
Highly knowledgeable in a wide array of data & technologies such as AWS, Hadoop, Teradata, SQL and experience with a scripting language for statistical analysis and model building like R, SAS or Python
Result-driven individual, highly creative and analytical, a strategic thinker, ability to work comfortably in a collaborative setting
