Job Summary Statement:
Responsible for the financial services of all operational and sponsored research activity for approximately 31 Principal Investigators (PIs) in the UCLA Biology Group. This position has a leadership role in development of departmental policies for fund management and C&G administration, ensuring that unit goals are met. Includes responsibility for review and authorize pre-award proposals, preparation of monthly analyses of account activity, including prior periods and future projections, interpretation and explanation of University and extramural funding agency accounting procedures and requirements for PIs, and solve any unusual problems. This position is also responsible for the financial management of the departmental operating budgets, including multi-period planning for permanent and temporary funds from multiple state and university sources.
Responsible for financial oversight of service units belonging to EEB (Scuba, Isotope, Field Vehicles and Seminars & Conferences), including rate development, applications, and income/recharge accounting. Supervise, train, and support the work of the three other team members to ensure the financial integrity of the accounts administered. Acts as departmental liaison to other key University administrative
units to coordinate these actions (EFM, OCGA, etc.) Utilizes QDB and front end tools for collection of financial information used in preparation of periodic and ad hoc reports for PI's, Chair, and CAO.

QUALIFICATIONS FOR POSITION
Demonstrated skill in managing funds from multiple sources.
Demonstrated skill in reading and interpreting technical documents, such as agency policies, statements, manuals, award documents and other materials.
Ability to effectively communicate complex financial and administrative information to a diverse clientele.
Demonstrated working knowledge of federal and state contract and grant policies and procedures, including proposal preparation requirements for life science disciplines.
Skill in using the online Purchasing and Accounts Payable (PAC) system.
Knowledge of accepted procurement practices. Ability to negotiate successfully with vendors.
Demonstrated working ability to correctly balance ledgers and to generate adjustments in a timely fashion.
Strong knowledge of payroll and personnel practices, policies and systems.
Ability to analyze financial information from multiple sources and to generate accurate and timely reports.
Skill in writing clear, correct business memoranda, letters, reports and other material.
Demonstrated skill in designing and implementing spreadsheet and database tools for financial and administrative purposes.
Skill in speaking clearly and distinctly, using appropriate language.
Skill in using word processing and other software to generate forms, templates, documents and other materials.
Demonstrated ability to calculate accurate budgets, including projections.
Demonstrated ability to expedite administrative processes correctly and to meet close deadlines.
Demonstrated ability to supervise effectively and to create a team atmosphere that fosters collaborative cooperation among team members.
Ability to maintain regular, on-time attendance
Demonstrated working knowledge of operating accounts, including
permanent (19900) and temporary budgets (state, opportunity, overhead
return, course materials fee funds). Required
Working knowledge of service unit accounting, including rate
calculations, applications, income and recharges, and special restrictions. Required
Working knowledge of UCPath, Cognos and other payroll reports. Working knowledge of direct retros in UCPath, etc.
