Position Overview

The Senior Regulatory Specialist/Compliance Manager works within Rincon's Natural Resource Group and is responsible for delegating and overseeing workflow and successful project execution while working directly with peers and assigned staff. Responsibilities



  • Project Management


    • Overseeing complex biological permitting projects (e.g., Clean Water Act, Endangered Species Act, Coastal Act, others)

    • Managing and completing moderate to large sized projects and major tasks of larger projects in a largely unsupervised manner

    • Coordinating and tracking of assignments, scopes, schedules budgets and deliverables

    • Serving as Rincon’s primary Project point of contact for the client and regulatory agencies

    • Technical direction to staff and subcontractors

    • QA / QC



  • Business Development

    • Client outreach

    • Proposal writing and development of cost and schedule estimates

    • Client interviews

    • Presentations



  • Technical Work


    • Identify optimal permitting pathways for complex projects, and develop required technical studies and application materials

    • Conduct stream/wetland delineations and other fieldwork necessary to complete biological documentation for projects

    • Travel (with overnight stays) when needed

    • Prepare high quality technical studies and environmental documents, including Biological Resource Assessments, biological CEQA/NEPA analyses, Jurisdictional Delineations, and permit application packages.

Required Experience


  • Qualified candidates ideally will have a minimum of 3-5+ years of experience in at least 3 of the following areas:

  • Regulatory compliance experience - permitting and permit amendments, including but not limited to Lake or Streambed Alteration Agreements pursuant to California Fish and Game Code, Biological Opinions and Incidental Take Statements/Permits in accordance with the federal and California Endangered Species Acts, Individual and Nationwide Permits and Water Quality Certifications pursuant to the Clean Water Act

  • Field compliance inspections on transportation-related and other linear construction projects

  • Experience with Central Valley T&E Species; specifically, SWHA, SJKF, VPFS, and CTS

  • Experience communicating with regulatory agencies

  • BS in Biology or equivalent and at least 5+ years of relevant consulting experience or

  • MS in Biology or equivalent and at least 3+ years of relevant consulting experience or

  • PhD in Biology or equivalent and at least 3+ years of relevant experience and

  • Experience in as a lead Project Biologist - Project Management skills

  • Strong written and oral communication skills

  • Good organizational skills

  • Knowledge of the HSR Project

  • Positive attitude, strong work ethic, demonstrated leadership ability and eager to streamline and improve process and workflows

  • Highly motivated with strong interpersonal and communication skills and the ability to work independently or as part of a team

  • Demonstrated experience managing budgets, supervising staff, and proposal preparation
