Cigna sells a suite of individual medical solutions which includes comprehensive medical and pharmacy benefits as well as programs and services to attract and engage target consumer segments. In addition to ACA medical plans, IFP also has a portfolio of dental products. As the individual market landscape continually changes, development and execution of data driven, consumer focused product strategies is critical to Cigna's success.

Job Summary:

The Product Strategy Director is responsible for developing long term product strategies and implementing a competitive, data driven medical product portfolio to drive sustainable profitability and growth for the individual market segment. This role will lead a team of product strategy managers who develop multi-year product strategy roadmaps and annual product portfolios for each market. The director also leads a team responsible for product policy filings and implementation. Close collaboration with multiple stakeholders within the segment and across the Cigna enterprise is critical.

Core Responsibilities:

Annual Product Portfolio Development

  • Oversee annual product portfolio development, including setting strategies, performing product profitability, competitor and regulatory analysis, assessing consumer research, translating strategies into benefit plan details compliant with Affordable Care Act annual requirements informed by risk management and pricing strategies.

  • Oversee annual product policy filing, including development of policy language reflective of state and federal regulatory requirements and Cigna standards balanced with individual market risk mitigation approaches. Creation of medical and pharmacy product implementation materials for downstream partners.

Product Innovation

  • Develop multi-year product strategy roadmap for individual market segment to support growth through market and product expansion opportunities.

  • Assess market trends and oversee the research and recommendation of product enhancements and new product options to drive growth and profitability. Includes analysis of regulatory environment at the federal and state level to drive development of multi-year roadmap across markets.

  • Collaborate with market, network, pharmacy, and clinical managers to evolve product/network options to support growth opportunities. Leverage Cigna enterprise industry leading health and pharmacy management resources as well as any necessary vendors to bring innovation to the individual market segment.

  • Develop business cases including cost/benefit, consumer and market analysis and champion product enhancements to obtain necessary funding and resources for implementation.

  • Develop expertise in the Cigna organization, business processes and workflows to facilitate execution of initiatives.

Product Management

  • Oversee medical product management activities including monitoring of key indicators for product performance including product metrics to optimize financial performance, perform market level product performance analysis and competitor analysis, assess test and learn opportunities for product refinements, and recommend new product options and enhancements.

Minimum Qualifications:

  • Bachelors degree or equivalent product management experience preferred

  • 7-10+ years health insurance product management experience

  • Understand and interpret State and Federal regulations

  • Experienced management of product financials, marketing, and strategy

  • Strong people management, communication and influencing skills

  • Must be able to organize and lead large cross-functional team to accomplish multiple project objectives.

  • Experience managing within a large organization with matrix environment a plus

  • Must have excellent written and verbal communication skills and the ability to interact effectively at all levels of the organization including senior executives

  • ACA experience strongly preferred
