Job Description:

The incumbent in this position develops standards, performs engineering analysis of the distribution network, establishes design guidelines, and assists customers with power quality problems.
The salary range for this position is $72,800- $112,800 per year with a hiring range of $72,800 - $92,800, depending on qualifications and experience.

  • Develops and maintains material specifications and construction standards. 

  • Establishes distribution engineering guidelines for design staff. 

  • Performs engineering studies to optimize performance of the electric distribution system which include overcurrent coordination, short circuit analysis, voltage regulation, load flow, power factor correction, lighting design, overvoltage protection, and harmonic analysis. 

  • Performs power quality surveys to address customer problems. 

  • Provides support and guidance for the Operations and Field Engineering GroupsDesigns AC and DC power control schemes for substation equipment. 

  • Performs protective relay coordination. 

  • Performs project management duties for consulting and construction contracts. 

  • Performs short and long range capital improvement planning and provides budgetary estimates. 

  • Reviews and approves construction plans for substation and distribution lines.


  • Specifies, designs and implements power system equipment and facilities. 

  • Coordinates and incorporates designs of power system with other utilities and customers. 

  • Responsible for project management and monitoring of construction, installation and operation of equipment, facilities and power system additions. 

  • Provides technical support to power operations personnel for planning, designing, maintaining and operating the power distribution system. 

  • Coordinates and directs contractors and consultants on projects. 

  • Performs technical studies, project management and special projects for the Senior Electrical Engineer and Power Operations Manager.


The incumbent does not supervise the work of others.


Knowledge, skills and abilities:

Extensive knowledge of power systems and associated equipment, including transformers, load tap changers, voltage regulators, reclosures and switchgear.  Ability to use power-related test equipment test and computer equipment and related software.  Skilled in project management with ability to work with consultants, contractors, other utilities and electric customers.  Ability to communicate effectively and diplomatically with coworkers, contractors and other city staff.  Skilled in technical troubleshooting of power system disturbances and failures and related power equipment and machines.  Thorough knowledge of the National Electric Safety Code and working knowledge of the National Electric Code. Ability to solve complex power engineering problems.  Knowledge of economic analysis.  Ability to effectively evaluate new material, equipment, and construction standards.  Ability to prepare detailed reports and give presentations to City Council or the Loveland Utilities Commission.  Intermediate or advanced skills in Microsoft Office, AutoCAD 2004, microprocessor relay software and load flow modeling software.

Education and/or formal training:

Bachelor of Science degree in electrical engineering with emphasis in power systems.  Professional Engineer’s License preferred.


Three (3) years of progressive work in power distribution design and analysis is preferred.

Licensure and/or certifications:

Must possess a valid driver’s license.

Material and equipment directly used:

Computer, telephone, vehicle, 2-way radio, multi-function meter, hi-pot, TTR, meggar, power factor test set, power quality analyzer and ground test equipment.

Working environment/physical activities:

Work is performed both inside and outside with occasional outside work in inclement weather and around excessive noise from machines or equipment.  Moderate physical activity required by moving, positioning and handling objects up to 350 pounds occasionally and/or up to 50 pounds frequently.  Work may include pushing, pulling, stooping, kneeling, crouching, crawling, climbing and reaching to assist others in performing job.  Working environment may include working in confined spaces, below ground installations, above ground ladders, aerial devices or equipment at various heights, working on or around energized equipment, (110 volts to 115kv).  Work may involve long hours and overtime during holidays, emergencies and weekends.  Position is subject to call out during outages with no notice and will also be on-call during certain times of the year.
