Job Description:

The
Public Utilities Commission of Ohio (PUCO) affects every household in Ohio by
regulating publicly owned providers of all utility services, including electric
and natural gas companies, local and long distance telephone companies, water
and wastewater companies, rail and trucking companies. The PUCO was created to
assure Ohioans adequate, safe and reliable public utility services at a fair
price.  The PUCO facilitates competitive
utility choices for Ohio consumers.

 

We are
seeking an experienced Training Manager to lead the Public Utilities Commission
of Ohio’s (PUCO’s) learning and development strategy, develop and manage its
implementation, and measure its impact. Your role will be extremely important
as you will be responsible for training and enhancing competencies for all PUCO
employees. You will work closely with department managers to identify training
needs and develop training strategies and programs to meet those needs. Top
candidates will be innovative, strong decision-makers, and outstanding
facilitators of learning and change.

 

Training Manager duties and responsibilities include:



  • Identify and assess training needs of the
    agency through job analysis, career paths, and consultation with managers.

  • Assess current operational procedures and
    identify skills or knowledge gaps.

  • Design and develop individualized and/or group
    training programs that address specific operational needs and improve
    performance. 

  • Evaluate the effectiveness of training programs
    and make adjustments when necessary.

  • Maintain agency’s learning management system.

  • Keep abreast of training trends, developments,
    and best practices.

Minimum
Qualifications:

 

Completion
of undergraduate core program in business or public administration, human
resources or related field, or adult education; AND 2 years experience in
teaching/presenting adult education or human resources training &
development classes, or in developing adult education curriculum or access to
educational partners/vendors providing adult education; AND 1 course or 3 months
experience in operating personal computer & use of office systems software
(e.g., Microsoft Word; Access; Excel; Power Point).

 

OR
completion of undergraduate core program in business or public administration,
human resources or related field, or adult education; AND 2 years managerial or
supervisory experience in adult education or human resources field; AND 1 course
or 3 months experience in operating personal computer & use of office
systems software (e.g., Microsoft Word; Access; Excel; Power Point).

 

OR
equivalent of Minimum Class Qualifications noted above.

 

Preferred
Qualifications:


  • 3+ years of experience as a trainer, coach, or
    training facilitator for a large organization

  • Proven track record in developing and executing
    successful training program

  • Outstanding communication and organizational
    skills 

  • Critical thinker with innovative problem
    solving skills

  • Familiarity with traditional and modern
    training methods (mentoring, coaching, on-the-job, Instructor led training,
    e-learning, workshops, simulations, etc.) 

  • Highly computer literate with proficiency in
    Microsoft Office and database management

  • Professional certification, such as Certified
    Professional in Training Management (CPTMTM )
