Title: Enterprise GIS Administrator


Description:


Horne’s Government Services focus area is searching for a qualified individual to maintain and administer the Horne Enterprise GIS within Esri’s ArcGIS Server/SQL Server platform. Position requires a thorough knowledge of ArcGIS Server administration and managing Windows server environment including, but not limited to, administration, application development and geodatabase development. Experienced with managing both ArcGIS Online and Portal platforms and large numbers of GIS web services. Experienced with developing web applications and deploying mobile field solutions within Portal and Online. Ability to use technical problem-solving skills to address a variety of hardware and software issues. Will work with GIS personnel conducting day to day geospatial and non-spatial data management activities (receiving, delivery, QA/QC, indexing, web services) necessary to support the implementation of data repositories related to Horne Government Services projects. Will be responsible for ensuring that GIS data and products are operational, accurate, available, usable, and integrated for use by end-users such as GIS analysts and Online/Portal users.


The applicant must be familiar with GIS operations, how they differ from IT systems, and how differences affect system usage and administration. Due to the interdependencies between GIS and non-GIS systems, coordination with administrators of non-GIS systems is critical. The position is for an energetic person responsible for managing multiple projects simultaneously.

Primary Roles and Responsibilities:



  • Provide systems support for the existing Horne Enterprise GIS which currently is utilized on multiple Disaster Recovery programs

  • Administer, configure and maintain the GIS SQL Server database (database tuning, create and manage user accounts, security, troubleshooting of issues); manage IIS Server

  • Administer and maintain ArcGIS Server environment

  • Perform GIS software installations, configurations and upgrades

  • Provide GIS enterprise systems architecture guidance and implementation support for multiple disaster recovery programs; maintain architecture documentation

  • Assist with geodatabase development and schema design

  • Perform database replication, versioning, synchronization, restores

  • Support IT functions through the management of the GIS servers and troubleshooting ArcGIS software and network issues

  • Coordination with Horne IT staff on data integration with existing non-spatial datasets

  • Administration of Horne GIS Portal and any project related ArcGIS Online accounts (user accounts, web services, security); management of Portal/Online content

  • Develop web maps and viewers within ArcGIS Portal and Online

  • Manage the development and deployment of GIS mobile field solutions (Survey 123, Collector)

  • Perform ArcGIS Portal, Online, and mobile field application training to end users

  • Scope, research and price software and hardware needs when required

  • Stay current with GIS software trends and new technologies

  • Assist with GIS mapping activities utilizing ArcGIS Desktop or ArcGIS Pro when needed

  • Provide marketing and proposal support to promote GIS services and mobile solutions both internally and externally

  • Interface with key Horne personnel and business units to promote and implement GIS initiatives

Required Technical Skills and Experience:



  • A person with a Bachelor’s degree in Computer Science, IT, GIS or related field and

  • 15+ years in system administration of Esri Enterprise GIS (ArcGIS Server/SDE, SQL Server, Portal)

  • 10+ years of work experience providing Esri based GIS mobile and web solutions

  • 10+ years of work experience with the core Esri suite of software (ArcMap, ArcGIS Pro, Catalog)

  • 10+ years of work experience in developing, managing and centralizing large regional-level geodatabases for statewide and regional disaster recovery programs

  • Through knowledge of the ArcGIS SDE/ArcGIS Server/SQL Server enterprise platform

  • Strong SQL Server geodatabase and ArcServer administration skills

  • Experienced with administering ArcGIS Portal and Online platforms containing hundreds of web services and user accounts

  • Experience with systems and server management within a cloud/data hosting environment

  • Relational database management techniques and query/view development skills

  • SQL and Python scripting

  • Experience in training staff on the use of ArcGIS Portal, Online, and mobile field applications

  • Experience with supporting numerous field staff utilizing mobile tools

  • Excellent technical troubleshooting skills

  • Have strong communication, collaboration and coordination skills to assist with GIS Program development

  • Excellent technical writing and documentation skills

  • Ability to multi-task and manage several on-going projects simultaneously
