The Safety and DOT Compliance Administrator is responsible for administering the NMC Department of Transportation (DOT) compliance, record keeping, reporting, training and auditing as it relates to qualifying NMC Inc. and NMC Inc. subsidiary vehicles. The Safety and DOT Compliance Administrator role is to ensure that the Company remains in good standing with all federal, state, and local DOT and transportation related regulations.
ESSENTIAL JOB DUTIES
Provides administration and maintenance on a variety of spreadsheets and reports tracking DOT, MSHA and OSHA compliance to ensure proper maintenance and implementation of requirements.
Travels up to 30% of the time to conduct safety meetings, inspections and safety classes.
Maintains all DOT records and reports required by Federal, State and local regulations. Maintains all Driver Qualification files and other appropriate records for all DOT regulated employees at the affected facilities. Ensures Driver Qualification files are complete and updated as required by FMCSA rules and regulations. Ensures employment applications for Driver positions contain necessary information based upon Driver level. Coordinates all required Drug and Alcohol screenings.
Monitors hours of service (HOS) for required employees in safety sensitive roles, auditing log books for any HOS violations (documenting HOS violation with corrective action) as well as maintaining logs on file per DOT requirements.
Administers all annual inspections of company vehicles and/or compliance documents to ensure safety, regulatory compliance, prolonged service life, and appearance. Ensures any concerns identified are communicated and resolved. Maintains inspection forms on file per DOT requirements. Conducts periodic random site audits of vehicles to ensure compliance with Federal, State and local rules and safety requirements. Provides written report and feedback. Identifies any and/or all deficiencies and immediately implements steps necessary to rectify.
Works closely with Fleet Management team to ensure that all required vehicle maintenance records are properly maintained. Secures necessary approvals for repair and service on vehicles.
Conducts physical audits at all company locations where DOT compliance is a concern, working with each affected location to ensure that all DOT training requirements are met in accordance with the applicable regulations. Performs and documents regular audits of pre-trip/walk-around inspections, driver’s files, vehicle maintenance records, and required training documentation at all facilities that operate under the company’s DOT authority. Identifies, documents and reports all potential violations and risks to the appropriate personnel.
Conducts monthly/quarterly audits on required DOT and miscellaneous government-related paperwork and reports to ensure compliance with Federal, State and local rules and safety requirements. Provides monthly and quarterly reporting to management team.
Assists the Manager of Safety and DOT Compliance in preparation of metrics, to include trend based and predictive analysis. Provides regular analysis and information/data on trends; makes appropriate recommendations regarding identified risk exposures within or to the company. Assists with the quarterly risk reporting process to facilitate key risk and internal control management and reporting. Produces consolidated reports on the risk profile, key risks and emerging risks.
Assists the DOT and Safety Compliance Manager in the development, coordination, presentation, and documentation of employee training programs consistent with federal, state, and local regulations associated with the operation and maintenance of DOT regulated vehicles and their drivers, as well as the company’s hazard management policies and procedures for all affected facilities.
Monitors and maintains proper credentials (hazmat endorsement on license) for employees involved with hauling hazardous materials (truck batteries, propane tanks, corrosive materials (lift truck), and any larger generators carrying 120+ gallons of fuel), as well as maintaining records of any hazardous material (shipping documents) hauled.
Maintains insurance compliance on all company vehicles. Distributes general liability insurance certificates to customers as requested.
Submits all required DOT-related regulatory filings within the appropriate deadlines.
May perform other duties as assigned
Education and Experience:
High School diploma or equivalent required.
Experience managing DQ files, preforming vehicular inspections and accident investigation, and audits preferred.
Associate’s degree in Business, Diesel Technology or related field preferred and/or equivalent combination of education and experience.
Minimum of 1-3 years working with DOT, OSHA and other associated compliance regulations.
Certifications in Transportation Safety and Compliance preferred.
Valid driver’s license.
