Job Description:

The Technology Solutions Development Manager provides consultation, training, and subject matter expertise for development, maintenance, and support of HR Systems solutions. This position identifies data structure design and sourcing for technology solutions initiatives to meet business requirements and ensure compliance. He/She oversees and approves implementation of newly innovated solutions, as well as, oversight and management of ongoing developed solutions. This position consults, develops, and leads project plan integration and collaborates to support emerging technology solutions globally and across business units. He/She is responsible for presentations regarding the analysis and design of quality automated information delivery solutions, resource allocations, and decisions affecting the success of assigned projects, ensuring they are delivered on time and within scope. This position improves visibility and aligns data/information views to better manage business processes. This position may manage others in the department. 

Responsibilities and Duties

  • Manages projects from beginning to end to ensure success at all project stages (i.e., project definition and scope, resources, scheduling, initiation, start-up, design, build, and deployment)
  • Creates, prepares, and maintains project plans to ensure legal and regulatory compliance, estimate resources, plan schedules, define goals, establish metrics, assess risks, and provide stakeholder reviews
  • Ensures impacted functional and cross-functional representatives to HR departments are identified to review changes and identify ownership of processes
  • Provides counsel on documentation content to satisfy business and system requirements
  • Ensures documentation reviews are held to meet compliance requirements
  • Collaborates cross-functionally to participate in and drive conceptually effective solution designs to comply with current and newly defined processes
  • Delivers solutions that meet current and anticipate future business needs to align with enterprise strategic direction
  • Approves design and build of integration components, interfaces, and documentation to ensure system interoperability
  • Ensures definition and execution of end-to-end testing criteria to facilitate delivery of quality applications
  • Leads problem resolution to identify, recommend, and implement process improvements
  • Leads process improvements (i.e., enhancements, procedure changes, and staff cross-training) to reduce work for ongoing support and maintenance
  • Monitors the industry to gain knowledge and understanding of currently emerging technologies
  • Identifies new and emerging hardware and software technologies and products to maintain an up-to-date knowledge base
  • Manages resources and people processes (e.g., Performance Management, Career Development, Training, Staffing, etc.) to ensure the day to day administration of processes and formal procedures
  • Identifies individual and team skill gaps and developmental opportunities (e.g., training, special assignments, conferences, projects, etc.) to facilitate individual and team development

Knowledge and Skills

  • Demonstrates some advanced knowledge of database design principles; works with users to define requirements with minimal oversight from others; defines user rights; describes security measures, such as passwords, firewalls, and access rights based on user requirements; describes information organization, such as classes, links, records, and fields
  • Identifies current and future needs of the customer or business; understands how business needs dictate the project’s requirements, project direction, business objectives, and resource allocation; makes recommendations on the solutions-design phase of the project
  • Understands the broad impact associated with change; identifies barriers to change; creates support tools for managing various aspects of change; uses techniques to overcome moderate resistance to change efforts
  • Demonstrates a broad understanding of business requirements or critical elements of a problem; identifies the impact of a problem on multiple areas of the business; recommends improvements to existing processes or programs
  • Maintains knowledge of tools for accessing and updating local repositories
  • Applies data analysis, data modeling, and quality assurance techniques to establish, modify, and maintain data structures and associated components; works independently on one or more highly complex data models; contributes to the identification of data design options for enterprise data definitions and vocabularies; develops advanced knowledge of database concepts, object and data modeling techniques, and design principles to advise team members
  • Demonstrates proficiency in the use of several system and applications tools and related processes; recommends appropriate tools and processes to meet development and support needs; utilizes various tools to diagnose and resolve problems; prepares business cases for buy-versus-build decision making; integrates systems, applications, and processes
  • Understands how labor and employment laws impact specific jobs; describes current wage, hour, and benefit standards; identifies instances of non-compliance involving recruitment, interviewing, candidate selection, and discipline and follows procedures for resolving them; involves appropriate internal and external parties in resolving labor and employment issues
  • Applies knowledge of agencies' functions and regulations to compliance and enforcement activities; identifies routine situations where the organization may be out of compliance as well as the specific impacts of non-compliance
  • Develops project management plans and leads the implementation for basic projects of short duration requiring limited coordination and resources; supports initiatives with well-defined project needs and cross-functional roles/responsibilities throughout the project life cycle; manages minimal organizational resistance to cross-functional project demands; employs project management tools and technology (e.g., Microsoft Project, Program Management Group website, etc.) appropriately
  • Addresses and resolves issues impacting information systems reporting; looks for ways to minimize report generation and required storage; modifies existing report formats; creates and interprets customized reports; integrates data, information, and documents from multiple software programs; writes more complex report queries
  • Identifies common problems with current work designs; specifies requirements for new work designs; modifies or adjusts existing work methods, processes, and flows to resolve operations failures

  • Bachelor's Degree (or internationally comparable degree) - Preferred
