Exempt Deputy Project Manager

The Deputy Project Manager provides day-to-day management for base operations support services to include maintenance and minor repair services at a major military installation in Jacksonville, FL. The ideal candidate will have facilities management experience, technical trade knowledge & experience, experience in military base and/or municipal facilities operations, past scope of multi-million square footage, and experience managing multiple direct reports. Excellent communication skills, a customer service focus, strong work ethic, and an ability to handle challenging situations are crucial to successfully fulfilling this position.

Essential Functions
Direct large workforce of skilled trades (through subordinate managers and supervisors), administrative employees, and subcontractors. Hire, grow/mentor, and counsel team as appropriate.
Delegate responsibilities and authority to subordinate managers and supervisors to ensure services are accomplished as directed and on time.
Serve as the senior management representative of the minority Joint Venture (JV) partner. Routine communications (written correspondence, presentations/briefings, meetings) with the joint venture corporate partners are essential.
Provide senior communications with the Government Contracting Officer, Command Officer(s), technical representatives, and tenant organization representatives.
Perform and present operations reports and analyses to JV company leadership and Government representatives, as required.
Responsible for establishing and operating within overall budget including payroll, materials, equipment, subcontract management, and minor construction services.
As needed, coordinate with Government representatives and other contractors to ensure all operations fully support Government activities and short/long range objectives.
Oversee capital improvement/asset preservation programs with design and construction processes at multiple sites through local resources, with minimal oversight.
Plan for, and lead contingency operations (for example, severe weather events), as they relate to BOS operations. This may require remaining with and leading Rideout Team during specific events.

Supervisory Functions
This position includes supervisory responsibilities of multiple sub-departmental managers and supervisors. In addition, this position may have additional supervisory responsibilities of other site personnel.

Knowledge, Skills, and Abilities
Experience in managing a workforce providing services for large mixed-use campus or military installation.
Firm knowledge of base operations, construction and utilities management.
Strong interpersonal skills with the ability to interact with executive level internal & external clients. Organizational & detailed -oriented with the ability to prioritize and manage differing needs of the business.
Proficiency with Microsoft Office products and Maximo.
Ability to multitask working within a team structure and the ability to work independently.
Complete responsibility for assignments of moderate complexity and continues to aggressively improve skill base.

Position Qualifications:
Mandatory
Bachelor s degree from an accredited institution in the practice of engineering, construction management, business administration, logistics, or field associated with facility/utility management operations. In lieu of a degree, a minimum of twenty (20) years of management experience in facility or utility management / repair operations is acceptable.
Minimum of ten (10) years of management experience in facility or utility management / repair operations. Experience implementing maintenance best practices.
Skilled in the use of Microsoft Office Suite (Excel, Word, Outlook, and PowerPoint) and Adobe Acrobat.
Knowledge of FAR, DFARS and federal Government contract administration procedures, policies, and practices.
Strong communication (verbal and written) skills at high level.
Current state issued driver's license with an acceptable driving record.

Preferred
Master s degree from an accredited institution in the practice of engineering, construction management, business administration, logistics, or field associated with facility/utility management operations.
Professional Engineering (PE) license or facility/utility management operations related license.
Experience working in a strong safety culture and working knowledge of leading and lagging safety metrics.
Knowledge of FAR, DFARS and federal Government contract administration procedures, policies, and practices.
Experience working with commercial contracts and procurement methods.
Experience working in a multi-cultural environment.
