Health Care Quality & Affordability Strategic Portfolio Management

OPPORTUNITY

The Director, Program and Project Management leads the project execution teams responsible for delivering transformational change that achieves BSC's strategic objectives and that is related to Healthcare Quality, Process Transformation and Cost of Healthcare. This position is critical to the success of Blue Shield of California and the Healthcare Quality, Process Transformation, and Cost of Healthcare agendas in realizing their goals and objectives. This individual will play a key role in delivering and collaborating on all aspects of the Healthcare Quality, Process Transformation, and Cost of Healthcare projects/programs. The role will partner with the HCQA, Enterprise Analytics, and IT leadership to ensure the scope, solutions, sequencing, and timing meet business need.

SPECIFIC RESPONSIBILITIES INCLUDE:

This position is responsible for managing the ongoing portfolio of Healthcare Quality, Process Transformation, and Cost of Healthcare related projects to ensure ongoing alignment with BSC's strategy and company objectives, as well as interdependencies of other business units.

Works across business units and project teams to ensure Leadership Team is provided with information needed to make timely and effective decisions about strategic projects, priorities and activities.

Supports strategic, enterprise-wide projects during all phases of the project lifecycle from ideation to project closure/transition to operations.

Develops comprehensive updates for senior management addressing potential opportunities, risks, contingencies, and/or course direction recommendations --- selects appropriate channels for delivery and designing reports and presentations that help leaders grasp key organizational, technical, process, monetary, impacts of various large- and smaller-scale projects.

Manage and lead project teams to identify risk and mitigation strategies and resolve complex problems.

Communicates status of the project and program portfolio to the relevant stakeholders.

Makes recommendations on significant, critical issues to Senior Leadership.

Negotiates/resolves resource gaps from other BU/FAs.

Devise Program and Project evaluation strategies to monitor performance and determine the need for improvements.

Ensures adoption and implementation of BSC enterprise project and program management methodology.

Manages and develops project managers.

Discover ways to enhance efficiency and productivity of procedures and people.

Collaborate on process improvements with key leaders from enterprise planning, enterprise program delivery, and other relevant functions.

CANDIDATE PROFILE AND REQUIREMENTS:

Demonstrated experience in cross-functional, cross-disciplinary project management/project leadership on large-scale corporate/enterprise-wide projects.
