The Ohio Department of Administrative Services is seeking an experienced Training Development Analyst to formulate & implement training policy for Office of Procurement Services Training Academy, develop training programs, and supervise training staff.
Responsibilities include:
Develops, modifies, updates & delivers internal & external training (i.e., onboarding, Ohio Procurement Certification, professional development, suppliers, local governments) using variety of delivery methods (e.g., instructor led, self-paced, job aids);
Independently assesses all training needs for Ohio Administrative Knowledge System (OAKS) Financial modules (e.g., Asset Management, eProcurement, Purchasing, Receiving), Ohio Buys, COPA/COPM Certification, & OPS staff professional development, Suppliers, Co-Operatives, local governments:
Plans training activities & outreach (e.g., course curriculums for agency roles/tasks, presentations, speaking engagements) to meet those needs;
Gathers & organizes training (e.g., prepares instructor training materials, develops roster, provides logistics support).
Maintains Ohio Learn records & reports on OPS Training Academy training activities (i.e., newsletter, education board) & communicates training information:
Uses Ohio Learn system to schedule employees to attend training sessions;
Prepares & maintains training correspondence for myOhio learning events;
Attends meetings & conferences;
Serves as liaison with other agencies or institutions;
Coordinates special projects as assigned (e.g., designs online learning programs & creates storyboards).
Provides case management & resolution of complex internal issues on OAKS Financial modules (e.g., eProcurement, Asset Management, Purchasing, Receiving) & Ohio Buys:
Researches & analyzes issues;
Uses OAKS Customer Relationship Management (CRM) system to provide assistance & information to state agencies, employees & suppliers in response to telephone, written & in-person inquiries;
Responds to requests for information & conducts system support for end-users (i.e., presents one-on-one training);
Consults with OAKS & Ohio Buys functional teams on complex issues; measures & evaluates CRM case flow.
Minimum Qualifications:
Completion of associate core program in instructional design, adult learning, education, instructional technology, or related field.
-Or 18 mos. exp. preparing & delivering informational & instructional programs for adults using instructional design model & doing & analyzing performance needs assessments.
-Or equivalent of Minimum Class Qualifications noted above.
