Position Overview:

The Linac Coherent Light Source-II High Energy (LCLS-II-HE) Project is an upgrade to the continuous-wave (CW) superconducting electron linear accelerator and hard x-ray free electron laser (FEL) now under construction at SLAC. This project will double the electron energy of the accelerator from 4 to 8 GeV to extend the tuning range of the FEL from 5 to 13 keV. The project will also enhance the LCLS hard x-ray instrumentation suite to make use of the enhanced tuning range of the FEL. The project scope, which include research and development, design, labor, and supply chain activities, are accomplished in a collaborative effort between the following Department of Energy (DOE) National Laboratories: SLAC, Fermilab, Jefferson Lab, and Lawrence Berkley. Each laboratory will execute their procurements in accordance with respective DOE approved systems and the LCLS-II-HE Project Procurement Plan.

LCLS-II-HE has an employment opportunity for a Project Supply Chain Director, to lead the collaborative procurement effort. The Project Supply Chain Director will manage the procurement requirements through respective laboratory procurement teams and provide technical and operational leadership for multiple procurement services and functions of each laboratory s respective scope. The Project Supply Chain Director will supervise, train on project procurement requirements and delegate project staff while ensuring project operational and financial goals are achieved. This position includes developing and coordinating project procurement processes including, but not limited to, advance procurement plans, leading procurement readiness reviews, managing procurement clearance requests, and participating in various status meetings with partner laboratories and in project reviews as needed. The Procurement Director will coordinate all project procurement activities at SLAC and those managed by LCLS-II-HE Partner Laboratories.

Specific responsibilities include:

* Direct project procurement management teams in the execution of project procurement activities and provide leadership in support of the project s mission and goals.

* Accountable for the performance of all project procurements.

* Direct customer acquisition planning for complex contract requirements; drive balance between project requirements, government agencies, and respective laboratory compliance requirements; advise project management on procurement related issues.

* Partner with other respective laboratory procurement team leadership to establish the appropriate internal controls, develop and implement training to drive compliance with government agencies and procurement policies and procedures and support project objectives.

* Manage project procurement planning, execution, and administration in accordance with the project scope, budget, and schedule. Manage the project procurement budget.

* Design, develop, and implement strategies for complex project procurement requirements; implement industry best practices to improve efficiency and reduce procurement cost; educate internal customers on procurement policies and processes; ensure contracts and procurement processed meet government requirements and expectations; deliver best value to the project.

* Assess supplier base; conduct commodity analysis and project requirements to develop optimal sourcing strategies and initiatives.

* Develop and implement innovative strategies for the acquisition, assembly, and installation, of critical scientific equipment and project procurement and vendor management strategies, policies and procedures to ensure compliance with subcontract cost, schedule and scope requirements; establish practices to early identify vendor performance issues and drive timely resolution.

* Coordinate project procurement activities, at SLAC and at partner laboratories to take advantage of economies of scale where appropriate.

* Monitor and evaluate progress of critical procurements, provide accurate and timely status to project management and DOE Federal Project Director to enable informed decision making. Deliver written and oral reports, presentations, and other communications as needed.

* Provide knowledge, expertise, and best practices and lessons learned in the acquisition of critical scientific equipment, global acquisitions, and construction management.

* Responsible for participating in hiring and retaining project staff, coaching, personal development, and procurement related training.

To be successful in this position, you will bring:

* Bachelor's degree with 10 years contracts /procurement experience, 8 years of supervisory experience, or a combination of education and relevant experience.

* Demonstrated records of strong leadership and management skills.

* Demonstrated ability to take ownership and leadership of complex projects from inception to completion, including developing and implementing strategies and task execution.

* Strong communication, customer, and vendor relationship management, and problem-solving skills.

* Extensive experience overseeing and managing the negotiation and administration of contracts with unusual and/or complex terms and conditions.

* Demonstrated experience in working with and overseeing various methods of contract types such as Firm Fixed Price, Cost Reimbursement, Time and Materials, Personal Services Agreements and Basic Ordering Agreements.

* Knowledge of local and international market conditions, trade practices, sources and lead time.

* In-depth knowledge and experience with the Federal Acquisition Regulations (FAR, Department of Energy Acquisition Regulations (DEAR)) and other government agency regulations.

* Demonstrated knowledge and experience with Microsoft Office Suite, PeopleSoft/ Cost Point/ SAP or similar ERP systems, and Project Scheduling Software (Primavera P6/ MS Project).

* Superior verbal and written communication skills.

* Demonstrated project management experience and earned value management methodology.

* Knowledge of a variety of theories, practices, methods, and processes including regulatory requirements relating to purchasing and business law.

* Experience negotiating and managing global acquisitions for complex scientific equipment.

* Ability to travel as needed for procurement coordination activities.
