What success looks like in this role:

This is an opportunity to work on a mission critical service application supporting Statewide Criminal Justice Information Systems (CJIS) throughout the United States. Since the application deals with sensitive information the individual needs to be a United States resident and to pass a criminal background check. We are looking for application programmers (Web, App, and Database) and Business Analysis/Testers to support software development full lifecycle implementations. Our team supports many different projects within the US by providing product roadmap enhancements/modernizations along with incident management for our mission critical software. Desired experience includes government information sharing using the National Information Exchange Model (NIEM) and NIEM Information Exchange Package Documentation (IEPDs). Additional experience with law enforcement and criminal justice software applications, such as message switches, computerized criminal history systems, and sex offender registries, is a plus. You will be helping our team to grow, bringing thought and technical leadership, and a real chance to make an impact. The position requires a minimum of 5 years of related experience with a Bachelor's degree OR equivalent experience.
What success looks like in this role:
* Develops and maintains web-based custom applications for the organization.

* Provides technical support for developed applications.

* Ensures applications are integrated with other front-end applications, networks, and databases.

* Provides application software development services or technical support typically in a defined project.

* Codes, tests, debugs, documents, implements and maintains software applications.

* Analyzes requirements and maintains, tests, and integrates application components.

* Ensures that system improvements are successfully implemented.

* Has a full understanding of area of specialization; resolves a wide range of issues in creative ways.

* Works on problems of diverse scope where analysis of data requires evaluation of identifiable factors.

* Demonstrates good judgment in selecting methods and techniques for obtaining solutions.

* Has in-depth knowledge in own discipline and basic knowledge of related disciplines.

* Solves complex problems; takes a new perspective on existing solutions.

* Networks with senior internal and external personnel in own area of expertise.

* Normally receives little instruction on day-to-day work, general instructions on new assignments.

* Works independently. May lead projects or project steps within a broader project or have accountability for ongoing activities or objectives.


Key Responsibilities:
* Designs complex requirements to comply with project standards delivered on time and to specification.

* Performs detailed design of complex applications and complex architecture components.

* Performs coding and unit testing activities for complex requirements independently.

* Works medium to complex defects and resolves performance problems.

* Reviews design, coding, and unit testing. Manages code reviews and ensures that code complies with the standard defined for the project.

* Accountable for service commitments at individual request level for in scope applications and requests.

* Ensures that the effort consumed for resolving the TR are in line with the duration defined for the program.

* Promotes innovation within team or project.



You will be successful in this role if you have:
* Understand, develop, test, and troubleshoot complex XML stylesheets using Extensible Stylesheet Language Transformations (XSLT)

* Understand and develop XML schemas

* Map data elements from a data source to a data target based on semantic meaning

* Install and configure applications

* Integrate, test, and troubleshoot applications and application interfaces; develop test reports

* Design and develop .NET C# applications using Visual Studio, .NET framework 4.6.x, and Enterprise Library Application Blocks

* Understand, develop, test, troubleshoot, document, and deploy SOAP XML web services and RESTful APIs (such as OpenAPI) using Microsoft Visual Studio, .NET Framework, C#, Windows Communications Foundation (WCF), ASP.NET Core, and Internet Information Services (IIS)
