Duties

In compliance with DOT and its agencies FMCSA and Fleet Operations Policies , regionally modify and/or establish new (where needed) formal system processes that support the drug and alcohol testing and chain-of-custody protocols that meet or exceed internal testing requirements and the requirements set forth by customer contract or regulatory agencies (federal, state, local) regarding:

* Pre-Employment /Post-Accident /Random Reasonable Suspicion

* Pre-Access / Pre-Mobilization (where Required)

* Annual Confirmation / Return to Duty

* The development of an effective notification process within Fleet Operations that ensures the appropriate, consistent and timely HR, Fleet and operational response for positive tests

* The quarterly, semi-annual and annual reporting, audit and questionnaire requirements required by external inquiries (pre-hire), and all other governing agencies

* The maintenance and retention of all program documentation as required by law

* The assurance that testing media is always current with local/federal laws (i.e. urine, hair, saliva, etc.)

* Work with Fleet Compliance & Training Manager to ensure effective delivery to Operating units of reasonable suspicion training for the US region meeting both the DOT requirements and the annual training requirements for all supervisors

* The compliance to any special or unique customer/Operating unit or state-specific requirements regarding substance abuse program issues (i.e. geographic differences by customer(customers) regarding varying number ''panel'' testing requirements)

* The educational needs of our operational districts to prevent substance abuse (i.e. posters, pamphlets, video and computer-based learning tools)

* The establishment and coordination of the D&A testing program; including collection site set-ups, scheduling mobile unit appointments and interfacing with testing laboratory representatives

* Serve as the regional focus point to and provide oversight of the regional, as well as working collaboratively with the internal DOT compliance department (where necessary) to develop, implement and maintain formal system processes

* Ensure accurate system regional headcounts are up to date (including corporate and other office facilities) and that all affected employees are included in the respective testing pools (i.e. DOT, Non-Dot, pre-access, customer specific, random, etc.)

* Ensure organizational data is kept accurate and current in Clearinghouse databases.

* Ensure appropriate pricing is reflected in the billing received from TPA as per the signed contract

* Liaise with FMCSA clearinghouse to ensure that 3rd party collection facilities lists are always kept current and that with organizational expansion into new geographic areas, capable facilities are identified and secured

* In collaboration with both Operations and Fleet, develops a long-term process to track pre-access testing to ensure that DOT requirements are always met

* Perform various other duties and activities as assigned by supervisor within the physical constraints of the job.

* Willingness to be available up to on a 24 hour on-call basis

* Stays current on changes to and maintains a library of federal, state, and local transportation and environmental regulations

* Provide field teams with CSA basic scores & reports

* Oversee and monitor roadside inspection process reports

* Maintain roadside inspection documentation

* Coach field management on roadside inspection issues

* Understand and comply with the Company's Code of Business Conduct and Ethics and other industry-specific professional and ethical conduct standards, if applicable

* Other duties as assigned

Qualifications

* Prior experience working directly with DOT regulations highly preferred

* Advanced PC and organizational skills as well as excellent verbal and communication skills

* Exhibit personable, creative, focused, competent, flexible and principled attributes when working with colleagues in the divisional offices of internal and external clients

* Person must exhibit attitudes and abilities consistent with working in a variety of team and/or group settings.
