Job Description:

Mott MacDonald is searching for a change management specialist with an initial assignment in the Northgate and East Link Extension project field office, working with a diverse team of professionals for a major GC/CM transit project in the Seattle area. This individual would report to the Resident Engineer and work with the Project Controls Manager. This individual will be the primary coordinator for change management processes and workflows as well as related clauses of the GC/CM contract. The successful candidate must be able to balance simultaneous demands and work in a fast track project environment.

Responsibilities:

* Perform cost estimates regarding light rail related work/disciplines such as: communications, signals, overhead catenary system, traction power substations, field controls, and SCADA headend work.

* Perform cost estimates associated with indirect costs such as risk, escalation, inefficiencies, time related overheads (TRO), taxes, small tools and supplies, etc.

* Have an understating of how to apply markup applications in both a forward priced model as well as time and materials model.

* Have an understanding of the relation between special conditions, general conditions, general requirements, technical requirements, and drawings. Specifically how the different contract documents integrate with one another and how order of precedence works within the hierarchy of the contract documents.

* Coordinate preparation and review a time impact analysis (TIA) associated with change orders, with the assistance of the project controls (scheduler).

* Lead negotiations with the contractor on contractual changes.

* Perform claim reviews and draft responses regarding contractual positions of the claims.

* Perform contractual evaluation and/or validation of changes raised by the Contractor

* Provide support to the project management team to administer the contract between the Owner and the Contractor

* Prepare and present Change Status Reports when required

* Ensure the Contractor is compliant with contract terms and conditions in relation to change management process

* Prepare documentation for change order negotiations packages

* Compile full change order packages including justification, executive summary, estimates and check lists

* Update Oracle Primavera Unifier for revised changes and add new changes to Unifier.

* Prepare, maintain, retrieve, and communicate records, reports, or documents required to meet contractual requirements

* Coordinate closely with engineering, scheduling, Resident Engineer and construction management teams

Candidate Specification:
The ideal candidate for this position will have the following qualifications:

* Bachelor s degree in, Engineering, Construction Management, or related field preferred

* 10+ years experience preferred, with a focus in rail systems / transportation projects

* Strong hands-on experience with MS Office tools

* Experience in Oracle Primavera Unifier is an asset

* Sound Transit experience a plus

* Strong interpersonal skills in order to work effectively as a team with peers, management, DB Contractor and Owner

* Highly organized and ability to process multiple changes in parallel

* Experience in contract administration

* Proficiency in English (spoken and written)

* Good knowledge of change management principles, methodologies and tools
