Description

In support of Task C.4.2 Security Operations Support, the contractor shall provide activity security operations support on-site at the F-35 JPO located in Arlington, VA. The contractor shall coordinate and oversee all security operations activities in support of the F-35 JPO. The Security Administrator and Security Operations Specialist shall possess a Top Secret clearance with a Periodic Reinvestigation no older than five years with DCID 6/4 Eligibility. It is required that the Security Administrator and Specialist possess the following qualifications:

Possess a minimum of seven years specialized security experience which includes SAPF construction and SAP operations.

Demonstrates in-depth knowledge of the JAFAN series security requirements

Position Requirements

Required Skills
- Assist the F-35 Modernization (C2D2) Security Manager in managing all aspects of the C2D2 security program. This is a multi-faceted role requiring deep knowledge of the physical security, information security, industrial security, personnel security, program protection and cyber security domains.
- Act as Contractor C2D2 lead
- Assess and optimize C2D2 security processes:
- identify program requirements through review and analysis of user needs
- customize solutions through design and administration to meet changing program needs,
- participate in the development of enhanced program protection requirements,
- establish processes for continuous review and improvement.
- Interfacing with program SMEs to determine security requirements and impacts:
- define and execute security requirements,
- document current and future processes impacted by enhancement/solution design,
- review impact of changes on existing operations,
- analyze impact of solutions and processes on mission,
- create and enforce standard operating policies and procedures.
- Participate in organizational strategic planning activities.
- Collaborate with all levels of customers and security and program stakeholders throughout the JPO.
- Conduct research on existing organizational processes and make appropriate recommendations for improvement.
- Assist in development, update and execution of Program Protection Plans (PPPs), Standard Operations Procedures (SOPs) and other policies and procedures
- Develop and provide security education and training as required.
- Conduct and report on security self-inspections
- May perform additional duties as required.
Clearance Requirements
- Top Secret (TS) Security Clearance required and current within the last five years.
- Seven (7) years specialized experience in performing full dimension industrial security duties, including collateral, special access programs, and sensitive compartment information
Required Skills (Knowledge, Skills, Abilities)
- Seven (7) years specialized experience in performing multidimensional industrial security duties, including collateral, special access programs and sensitive compartment information.
- Must have five (5) to seven (7) years program protection experience.
- Must be thoroughly knowledgeable with Department of Defense and services' security references, regulations, and instructions, specifically DODM 5205.07 V1-V4, pertaining to personnel, physical, information and cyber security.
- Must be experienced interpreting policies and creating standard operating procedures.
- Must demonstrate exceptional oral and written communication skills as well as resilient organizational and time management attributes and exceptional customer service.
- Demonstrate the ability to self-start, work independently, to lead, and to work well with a team.
- Demonstrate excellent writing and presentation skills to develop briefings, documents, and papers.
- Must exhibit a very high level of attention to detail.
