Job Description:

Overall Purpose: Responsible for the development, implementation, and maintenance of human resource information systems (HRIS) associated with the collection and usage of employee information for Human Resource department planning and activities. This role supports the Talent Acquisition organization responsible for hiring bargained employees within AT&T, and manages the Non ManagementInternal CareerPath (NMIC) platform

Key Roles and Responsibilities: Collaborates with Human Resources, Payroll and other Business Units, vendors, and/or internal information systems staff to design new or modify existing human resource information systems to meet changing requirements. Serves as HR department liaison to the IT function. This position has the authority to recommend, implement, and plan for improvements and enhancements to the systems in support of the business functions. Counsels on project management, change management or leadership in the introduction of new technology in support of HR functions. Develops project plans and leads complex client projects for HR technology system changes. Possesses comprehensive Human Resource knowledge and Information Technology skills. May perform various Information Technology roles such as analysis, development, testing, deployment, data base management, configuration and on-going support. Manages internal data base and works with vendors and internal IT staff to provide Human Resources staff with the data and tools to support decision making. Develops appropriate system and process documentation. Makes decisions under uncertain conditions. Provides technical lead as well as being responsible for all aspects of performance and career management. This position will have access to highly confidential information and compliance with AT&T data security guidelines is required.

A successful candidate is able to function as a liaison between Talent Acquisition (TA) and the vendor to improve the NMIC system, and be able to evangelize the needs of TA with the vendor technical consultants to build out what is needed in the system.  Then be able to test the prototype before presenting to the TA org.
