Job Description:

The (Sr.) Engineer position provides support for the PJM EMS Network Applications and Model Management systems. These systems are used to update the PJM Bulk Transmission Model for implementation in the PJM Energy Management System (EMS) and other downstream applications, and use that model to run critical real-time operational analysis including state estimation, contingency analysis, cascading analysis and voltage stability analysis. 
The position includes the design, testing, implementation of new features, and ongoing maintenance, for these major EMS systems and the surrounding architecture. 
The engineer will also participate in the bulk transmission model quarterly updates and provide support to PJM staff using the Model Management tool to update the PJM model both for real-time and quarterly model update purposes. This includes the application of knowledge and skillsets for substation design, topology, the CIM standard, and understanding of power flow. 
The engineer will also be responsible for the reliable and accurate real-time execution of all Network Applications. This may include diagnosing and troubleshooting issues like non-convergence, bad data, application bugs, inaccurate modeling, for critical production EMS systems. Develop and apply long-term strategies, including principles of continuous improvement and accounting for human performance, to improve the performance, capability and accuracy of Network Applications.
The engineer will participate in major capital projects to update or upgrade major components of the EMS, including all aspects of specification, design, testing and cutover. 

Because of COVID-19 this position will be temporarily working from home until a return to campus plan is finalized. It is anticipated that most, if not all employees, will return to campus by early 2021. Upon returning to campus, this position is expected to operate on-site.

Essential Functions:


  • Participate and provide subject matter expertise in the PJM Quarterly Transmission Model Update process by modeling the electric grid and ensuring successful data transfer of such to downstream systems including PJM EMS SCADA, Transmission Network Application (TNA) suite of advanced applications, Automatic Generation Control (AGC), Operator Training Simulator (OTS), Market systems and other PJM downstream tools, supporting translation requirements as appropriate


  • Provide real-time support for the reliable and accurate real-time execution of all Network Applications. This may include diagnosing and troubleshooting issues like non-convergence, bad data, application bugs, inaccurate modeling, for critical production systems


  • Support the specification, design, development and testing of the PJM EMS Network Application and Model Management systems to ensure that it meets PJM's changing functional requirements and ongoing infrastructure maintenance requirements, including interaction with EMS vendors to complete implementation and ensure ongoing maintenance is addressed


  • Creation and maintenance of departmental and other user process and procedure documentation for use of PJM EMS Model Management, Advanced Applications (including SE and CA) systems and overall Model Update and Maintenance process


  • Creation and maintenance of departmental process and procedure documentation for department use of EMS systems


  • Design data loading and conversion scripts to enhance/automate the process to load model data into the PJM EMS and other PJM automated tools and systems, including where appropriate, interaction with EMS vendors and consultants to complete implementation and testing


  • Coordinate model updates, and technical modeling support with adjacent regional entities/ RTO’s in support of external models and Market to Market coordination


  • Participate and provide subject matter expertise in the PJM Quarterly Transmission Model Update process by creating in CIM and other formats the latest nodal and commercial models, ensuring successful transfer of such to downstream systems including PJM EMS SCADA, Advanced Applications (including SE and CA), Automatic Generation Control (AGC), Operator Training Simulator (OTS), Market systems and other PJM downstream tools, supporting translation requirements as appropriate


  • Participate and provide subject matter expertise in Real-Time model updates of Transmission Model parameter data updates directly into the Advanced applications tool suite


  • Support the specification, design, development, testing and maintenance of the PJM EMS Model Management and Advanced Applications (including SE and CA) systems to ensure they meet PJM's changing functional requirements and ongoing infrastructure maintenance requirements, including interaction with EMS vendors to complete implementation and ensure ongoing maintenance is addressed


  • Support the specification, design, development and testing of the Service Oriented Architecture (SOA) Activation automation used to transfer real-time and quarterly model updates from the PJM EMS Model Management system to PJM SCADA ensuring that it meets PJM's changing functional requirements, including interaction with EMS vendors to complete implementation and testing


Characteristics & Qualifications:

Required:


  • BS degree in Engineering, Electrical Engineering or equivalent work experience


  • Ability to produce high-quality work products with attention to detail


  • Experience in quantitative and qualitative analysis


  • Ability to use mathematical and electrical theory


  • Ability to troubleshoot and provide technical support
