CNSP is recruiting an Unmanned Aerial System Operator Junior to provide support to AFSOC/A3OU on Hurlburt Field, FL.

SUMMARY

Provide services to support Air Force Special Operations Center Unmanned Systems Branch (AFSOC/A3OU) with accomplishment of its mission through the performance of the requirements.

ESSENTIAL DUTIES AND RESPONSIBILITIES

• Continually assess mission needs, assist system operators in the planning and execution of real-world contingencies, experiments, evaluations, exercises, and training.
• Develop Concepts of Operations (CONOPS), Concepts of Employment (CONEMPS), and Tactics, Techniques, and Procedures (TTPs) utilizing various unmanned systems.
• Develop, maintain, and manage procedures for airspace coordination, deconfliction, and integration.
• Develop, review, and/or assess educational Unmanned Aerial Systems (UAS) courseware and syllabus for classroom training
• Develop and monitor standardized training programs for each unmanned system.
• Develop, maintain, and manage a Small Unmanned Aerial Systems (SUAS) database to track operational status of command-unmanned systems.
• Support AFSOC's role as US Special Operations Command (USSOCOM) lead component for all UAS (Groups 1, 2, 3, 4, and 5) airspace integration and management, and command/control coordination for UAS operations in accordance with USSOCOM Directives 10-1 and 350-9. This may require the UAS Operator to accompany government personnel to various meetings, conferences, symposiums, and other venues as needed.
• Observe, participate, and when requested operate UAS that they are current and qualified to fly IAW AFMAN 11-502 in support of research, testing, evaluation, or experimentations that may directly or indirectly support USAF units or USSOCOM and its components when appropriate.
• Provided initial training (IT) on new unmanned aircraft systems or technology, or for systems, they were previously qualified on that the government requires them to operate.
• Coordinate with USAF units, USSOCOM and its components, and other functional divisions within HQ AFSOC to ensure all UAS operational issues and requirements are identified, staffed and resolved.
• Participate by providing subject matter expertise during operational planning meetings and war-gaming events to ensure UAS infusion into theater training scenarios, as well as, military and civil contingency operations.
• Assist the government in preparing responses to taskers from USAF staffs, units, and USSOCOM and/or its components with regard to UAS, including assisting in preparation and delivery of technical papers and briefings.
• Coordinate, provide assistance, subject matter expertise, and if qualified (IAW AFMAN 11-502) may be required to operate a particular UAS in support of USAF, USSOCOM, or its components, AFSOC directorates, and other outside agencies. To assist in the execution of Operational Assessments, Utility Evaluations, Force Development Evaluations, and other evaluations as applicable, including operator training, exercise scheduling, aircraft modifications, flight/airdrop clearance, frequency authorization, airspace coordination, and safety reviews.
• Coordinate with USAF units, USSOCOM, and its components, AFSOC directorates, and other military/civil organizations/agencies as required to facilitate UAS program development, integration, and operations.
• Draft, coordinate, review, edit, and assist in codifying and publishing information from USAF, USSOCOM, Federal Aviation Administration (FAA), Joint and USAF Doctrine Centers, the Air Land Sea Application Center, and other agencies as required.
• Information gathering will include but is not limited to, UAS groups/categories/classes; tactics, techniques, and procedures; concepts of operation; and capabilities of military systems for large, small, and air and hand-launched systems.
• Analyze existing civil and military regulatory documentation for UAS employment, identify areas where additional guidance is needed, draft recommended policy and regulatory documents/instructions, assess existing guidance against goals of increased emphasis on UAS, and provide verbal and/or written recommendations to the government for consideration and approval. Provide subject matter expertise to assist the government in developing, reviewing and/or advising USAF units, USSOCOM and its components in the formulation of UAS Concept of Operations (CONOPS), Concept of Employment (CONEMPs), and Tactic, Techniques, and Procedures (TTPs).
• Coordinate with appropriate civil and military safety agencies to develop and/or codify recommended UAS mishap reporting and tracking procedures for government approval. The UAS Operators may be required to provide UAS subject matter expertise during UAS mishap investigations if requested by the government.
• Provide hands-on user training on the Small UAS Manager (SUASMAN) web applications capabilities, features, and database fields.
• Assist in educating and informing Theater Special Operations Command air components, AFSOC staff and subordinate units, SOCOM staff and its components, Small UAS units, and US Air Force staffs and subordinate units on UAS operational capabilities and system limitations.
• Assess new, existing and vendor provided SUAS educational curriculum to ensure it meets minimal standards IAW CJCSI 3255.01, Joint Unmanned Aircraft Systems Minimal Training Standards. Results/recommendations/corrective actions of assessments will be documented in an official memo for government approval and signature.
• Support AFSOC's role as USSOCOM lead component for all UAS airspace integration and management, and command/control coordination for UAS operations IAW USSOCOM Directives. This may require the UAS Operator to accompany government personnel to various meetings, conferences, symposiums, and other venues as needed.
• Support AFSOC's role as USAF lead command for all small UAS issues, to include development of Air Force-level SUAS operational policy, guidance and procedures IAW Air Force Policy Directives. This may require the UAS Operator to accompany government personnel to various meetings, conferences, symposiums, and other venues as needed
• Assist USAF and SOCOM component command and control (C2) organizations and those entities employing or will be employing UAS for planning and executing real-world operations, contingencies and training. Supported customers may require UAS Operator access to TS SCI material and facilities, that may include but is not limited to Tactical Operations Centers, and Joint/Combined Air Operations Centers where unescorted access is prohibited. Additionally, the UAS Operator shall assist with TS SCI initiatives to improve platform capabilities and system performance.
• Review UAS training syllabuses, courseware, and other related training materials for UAS upon request. The UAS Operator shall ensure continued compliance/currency with applicable regulations, guidance, policy, tactics, techniques, and procedures. The UAS Operator shall provide recommendations and revisions to the training syllabus/training material via memorandum to the COR no later than 10 business days after a request for review has been finalized. The UAS Operator shall be allowed two (2) deviations from the standards and up to ten (10) punctuation, grammar, spelling, or other minor mistakes for successful completion of these tasks.
• Review training syllabuses, courseware, and other related training materials for UAS Category Groups. The UAS Operator shall ensure continued compliance/currency with applicable regulations, guidance, policy, tactics, techniques, and procedures. The UAS Operator shall document recommendations and revisions to the training material via memorandum.
• May be required to complete UAS training on selected unmanned systems. UAS Operator shall continue to maintain proficiency on the system(s) in which they were trained IAW DoD, USAF, and SOCOM UAS guidance and standards.
• At the direction of the COR, shall attend meetings, conferences, symposiums and other UAS related events as required.

SUPERVISORY/MANAGEMENT AUTHORITY

This position does not have any Supervisory/Management authority.

EDUCATION and/or EXPERIENCE

Required:

• Bachelor's degree in aerospace and/or aeronautical sciences is highly desired, but not required.
• Must have at least one (1) year SUAS operator experience.
• Relevant experience with the Air Force Equipment Management System (AFEMS) or an equivalent.
• Relevant experience with the Small UAS Manager (SUASMAN) web application.

KNOWLEDGE, SKILLS AND ABILITIES

• Candidates Must be US Citizens
• Candidates must have a current and active Secret clearance
• Candidates will be subject to a US federal government background investigation and be able to favorably pass a drug screen.
• Candidates will be expected to travel CONUS and OCONUS
• Candidates must have a valid and up to date US Passport whose expiration date is at least for one year and/or more.
