CNSP is recruiting an Air Traffic Controller with HQ AFSOC/A3OU to provide assistance to the government with the Page development and coordinate with the FAA Certificates of Waiver or COA's to operate unmanned systems in the National Airspace System.

SUMMARY

The Air Traffic Controller will assist the government with the Page development and coordination of Federal Aviation Administration (FAA) Certificates of Waiver or Authorization (COAs) required to operate unmanned systems within the National Airspace System (NAS) for US Special Operations Command (USSOCOM) components and US Air Force (USAF) units. The Air Traffic Controller shall provide advice and assistance to the government when negotiating and implementing FAA & Department of Defense (DoD) Unamend Aerial Systems (UAS) integration policy and procedures for USSOCOM components and USAF units.

ESSENTIAL DUTIES AND RESPONSIBILITIES


  • Apply previous operational experience and operational best practices to coordinate, educate, and assist UAS operators, planners, and augmentees with development and codifying the following airspace control measures IAW Joint Publication 3-52:

    • Restricted Operating Areas/Zones
    • Blanket altitudes
    • Employment methodology
    • Transit corridor requirements (altitudes, dimensions and time)
    • Emerging air traffic control technologies and capabilities

  • Provide subject matter expertise and previous experience to assist in developing, coordinating, and/or advising various USAF, SOCOM and its components staffs on general planning considerations for peacetime and/or contingency UAS employment in the following categories:

    • Airspace control plan, airspace defense plan, and special instructions (SPINS)
    • Host Nation Air Traffic Control integration
    • Time sensitive/critical targeting
    • UAS Command Control requirements, Blue Force Tracking, etc.
    • Lost Communication and lost link procedures
    • Letters of Agreement, Memorandums of Agreement or Concepts of Operations

  • Provide subject matter expertise and previous experience to analyze, evaluate and provide recommended solutions for integrating USAF and SOCOM UAS within a Combined/Joint Air Operations Center.
  • Support quarterly exercise development to help ensure realistic scenarios for conventional USAF and SOF specific UAS employment. This support shall include providing subject matter expertise, past experiences, and briefings on UAS capabilities, limitations, and integrating UAS in to the National Airspace System.
  • Research, draft, and enter FAA Certificates of Waiver or Authorizations (COAs) requests into the FAA program for government review and approval. The government estimates the contractor will enter on-average 240 COA requests into CAPS annually. This number will fluctuate based on mission requirements.
  • Populate and keep up-to-date an electronic Excel spreadsheet containing information on all AFSOC requested FAA COAs. The electronic Excel spread-sheet data fields will include; FAA COA number, location of operations, type of UAS, Class of airspace, start date of UAS operations, date airspace checklist received from requestor, date ASR requested, date FAA COA request was entered into CAPS, date FAA COA was approved, Unit POC, and remarks. The spreadsheet will be updated/populated as information is received
  • Collect FAA COA usage data monthly from each USAF and SOCOM unit operating IAW an FAA COA and enter the usage data into the FAA program
  • Assist USAF and Special Operations Force (SOF) units facilitate coordination with Department of Defense (DoD) range officials and or the Federal Aviation Administration (FAA) for training and operational airspace requirements.
  • Assist with coordinating use of DoD ranges or FAA managed airspace, during UAS-related Advanced Concept Technology Demonstrations, Advanced Technology Demonstrations, other technology developments, or in support of academic training

SUPERVISORY/MANAGEMENT AUTHORITY

This position does not have any Supervisory/Management authority.

EDUCATION and/or EXPERIENCE

Required:


  • Education: An Associate's degree in aerospace science is desired, but not required.
  • A minimum of four years' experience in DoD or FAA air traffic control and/or airspace management experience is required.
  • Experience using the FAA COA Application Processing System (CAPS) or its equivalent is required.

KNOWLEDGE, SKILLS AND ABILITIES


  • Candidates Must be US Citizens
  • Candidates must have a current and active Top Secret clearance
  • Candidates will be subject to a US federal government background investigation and be able to favorably pass a drug screen.
  • Candidates will be expected to travel CONUS and OCONUS
  • Candidates must have a valid and up to date US Passport whose expiration date is at least for one year and/or more.
  • Excellent written and oral communications skills are required as candidate will assist and advise the government in negotiating and implementing FAA & DoD UAS integration policy and procedures.
  • Knowledge of laws, regulations, and procedures relating to air traffic, control towers, and radar approach control facilities is highly desired.
  • Knowledge of aviation safety procedures relating to air traffic control is highly desired.
  • Knowledge of operational capabilities and limitations of DoD UAS from an air traffic control perspective is highly desired, but not required.

The work is done in a controlled office in a US government environment on a US military installation.
