The Senior Program Analyst will support the Aircraft Systems Integration Division within Naval Air Warfare Center Aircraft Division (NAWCAD) Webster Outlying Field (WOLF). This position in located at NAS Patuxent River MD.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Responsibilities:


  • Performs analysis of project budget estimates for completeness, accuracy, and conformance with published procedures and regulations.
  • Prepares and maintains: project documentation, project schedules, project cost

estimates, project briefings, monthly and weekly reports, meeting minutes.

  • Performs analysis, and develops budgeting and accounting reports, and monitoring post-award contracts to include: tracking of funds applied, funds invoiced, and unliquidated obligations on contracts; comparing funds against monthly reports and spend plans.
  • General understanding of CLINs, ACRNs, contract mods, and use of EDA/Navy ERP to monitor funds applied through execution.
  • Assists Government Project Lead with planning requirements for rapid response systems, program initiatives, and project plan to include cost, schedule & performance.
  • Prepares the acquisition documentation to support the government's acquisition strategy for the project.
  • Possesses a general knowledge of the project being executed including all three aspects of the project: Cyber, Open Architecture, and M&S
  • Coordinate & setup assigned meetings (both non-secure and secure).

EDUCATION and/or EXPERIENCE


  • Desired Bachelor's Degree in Financial or Business Management
  • Required Experience: Minimum of five (5) year of experience of NAVAIR acquisition.
  • Experience with the following systems desired:

1. Navy ERP

2. Acquisition Management System (AMS) Procurement Management Tool (PMT)

3. PTS Web

4. SharePoint

5. Microsoft Office (Excel, Project, Word)

KNOWLEDGE, SKILLS AND ABILITIES


  • Must be able to obtain a Secret Clearance

  • The work site is contained within an office-building environment.

PROGRAM OVERVIEW

The purpose of our current effort is to provide administrative, engineering, analysis, and other professional services required to support NAWCAD WOLF Aircraft Systems Integration Division's various projects and programs associated with the development of Intelligence, Surveillance, and Recognizance (ISR), unmanned capabilities, as well as other advanced conceptual systems. Our RATS contract effort includes all associated tasks required to support the division's various projects and programs associated with the development of ISR, unmanned capabilities, as well as other advanced conceptual systems. Projects span the breadth of capabilities from aerial platforms, software, advanced sensors, structural materials, and the overall Government lead integration of subsystem components into a fully functional system. The rapid nature of the development, implementation, and demonstration of systems requires dedicated individuals who are capable of adapting to evolving execution activities.
