SUMMARY

We are seeking a Senior Contract Specialist (DAWIA Level II or higher) to support Defense Threat Reduction Agency (DTRA) Research and Development Contracts Division Contracting Support Services. The job provides a full range of contracting services such as pre-award, cost and pricing, contract award, and post- award services. Contractor personnel will also assist contracting officers in the development of solutions, recommendations, processes, and specialized instruments such as grants, task orders, cooperative agreements, and other transactions.

ESSENTIAL DUTIES AND RESPONSIBILITIES


  • Performing all aspects of pre-award, cost and pricing, contract award, and post- award services.
  • Perform Market research to develop cost bench marks
  • Author draft Performance Work Statement for contracting officer
  • Assist contracting officers in the development of contracting solutions, recommendations, processes, and specialized instruments such as grants, task orders, cooperative agreements, and other transactions.

SUPERVISORY/MANAGEMENT AUTHORITY

This position will not have supervisory authority.

EDUCATION and/or EXPERIENCE


  • SECRET Required
  • Bachelor's degree required
  • Five years' experience editing or technical writing experience preferred
  • Defense Acquisition Workforce Improvement Act (DAWIA) Level II or equivalent
  • Personnel must have experience commensurate with a GS-13 1102 or equivalent.

KNOWLEDGE, SKILLS AND ABILITIES


  • Knowledge of federal and agency laws, regulations, and procedures applicable to the acquisition process and to meeting the performance requirements detailed in this PWS.
  • Recent experience (within the past 3 years) performing cost/price analysis in reviewing contractor's proposals; reviewing and evaluating direct and indirect cost elements, such as, materials, labor, Other Direct Costs, (ODCs), overhead, general and administrative (G&A) expenses and fixed fee; experience developing, recommending and documenting cost/price objectives for negotiations; and experience in interpreting and applying cost principles and procedures for various types of contracts.
  • Experience interacting daily with contracting officers, program managers, and auditors.
  • Professional written and oral communication skills.
  • The ability to guide first-time DOD contractors through the contracting process, to include contractor education and outreach as appropriate.
  • Knowledge of the DoD Risk Management Framework.

The duties of this position are primarily performed in a climate controlled office environment.
