DESCRIPTION: Patricio Enterprises (PE) is seeking a Contract Specialist (Acquisition / Contracting SME - Senior) to support the Product Manager Installation Information Infrastructure Modernization Program (I3MP). PdM I3MP modernizes and delivers global network infrastructure, technologies, and capabilities worldwide in direct support to the Army, Joint Warfighters, and other mission and coalition partners, enabling strategic information sharing, enterprise services, and command and control while transforming the network into a centralized, more secure, operationalized, and sustainable enterprise.

Primary duties will include (but not limited to):

- Works with the program to identify all contracting actions and required information related to the execution of the program.

- Provides expertise in contracting fundamentals, legal considerations, overhead management, contract pricing and source selection planning, tracking and execution.

- Supports program reviews for contract performance and industry partner execution.

- Supports integration efforts with other contracting personnel to identify and resolve problems.

- Coordinates and prepares all contract related documents, reviews the contract language for relevancy and appropriateness, makes recommendations to PM regarding contracting strategies, as required.

- Supports long-range contracting planning for assigned projects and the preparation of program briefings for higher headquarters.

- Develops and updates reoccurring contract reports, as needed.

- Evaluates or monitors contract performance to determine necessity for amendments or extensions of contracts, and compliance to contractual obligations.

- Provides support in the areas of contract monitoring, tracking, suspenses, current contracting processes and procedures.

- Recommends improvements, develops briefings, researches and provides contract policy guidance and regulations.

- Evaluates requests for deviations from contract specifications and delivery schedules.

- Assists in arbitration of claims or complaints occurring in performance of contracts.

- Assists in analyzing price proposals, financial reports, and other data to determine reasonableness of prices.

KNOWLEDGE AND SKILLS:

- Possess knowledge of pre-award and post-award procedures to plan and conduct the contracting process from the description of the requirements through contract delivery.

- Must be able to communicate effectively orally and in writing.

- Must be able to work with government provided software packages (i.e., Microsoft Word, Excel, Outlook and PowerPoint).

- Must be able to work independently.

- Must be detail oriented.

- Must be able to work on multiple projects at one time.

- Ability to initiate acquisition strategies and plans.

- Ability to develop spend plans and spreadsheets.

- Ability to initiate long range plans and program accomplishments relating to program objectives, considering any known or potential budgetary, schedule or technical constraints.

- Subject matter expertise in impacts of new contracting regulations/guidance.

EDUCATION / EXPERIENCE:

- Secret clearance.

- Master's degree or equivalent.

- Minimum ten (10) years relevant experience.

- Level III Contracting DAWIA certified/equivalent, Certified Professional Contract Manager (CPCM) from National Contract Management Association (NCMA) or other civilian equivalent certification in Contracting required.

- Have an understanding and experience with large, complex IT projects and organizations; analyze information from multiple sources to compile a complete, holistic solution within area of expertise; and easily communicate those recommendations and issues to high-level commanders/executives to influence decisions that support the organization's overall strategic plan.

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. This is sedentary work which requires the following physical activities: reaching, sifting, lifting, finger dexterity, grasping, feeling, repetitive motions, talking, hearing and visual acuity. Occasionally lifts to 20 lbs.

Requires adaptability, analyzing, assessing, calculating, decision making, dependability, good judgment, reading, memorizing, social skills, speaking, stress control and writing. Ability to understand, remember, and apply oral and/or written instructions or other information; Ability to apply common sense in performing job. Ability to complete routine forms, use existing form letters and/or conduct routine oral communication. Ability to make decisions which have significant impact on the immediate work unit.

TRAVEL REQUIREMENTS: Up to 10%.
