PROGRAM SPECIALIST I at University of Oklahoma in Norman, Oklahoma

Job Description:

In compliance with the Federal Transit Administration (FTA), US Department of Transportation (US DOT), and Oklahoma Department of Transportation (ODOT) we are looking for an individual who will maintain the formal system processes that support the FTA drug and alcohol testing program regulations. These regulations are set forth by the FTA in 49 CFR Part 40 and 49 CFR Part 655. This individual will also assist officials at the Oklahoma Department of Transportation with the Rural Transit Assistance Program (RTAP) as necessary. In addition, this person will assist in coordination of various activities related to the use, coordination, and training of software (developed by the University of Oklahoma) used by transit agencies.

Specifically, the individual will:

Coordinate all activities with the third party administrator (TPA) who administers the Drug and Alcohol testing

Maintain effective communication with transit agencies, TPA, Oklahoma Department of Transportation and the Federal Transit Administration

Maintain complete and accurate documentation of all program requirements as required by Federal Regulations and as directed by ODOT

Participate in various training programs related to compliance of the drug and alcohol program and RTAP

Prepare monthly, quarterly, semi-annual and annual reports, audits, random draw roster maintenance and questionnaire requirements required by external customers, and all other governing agencies

Maintain website by continuously incorporating relevant information and educational materials as it relates to both the drug and alcohol program and the RTAP programs.

Prepare posters, pamphlets, and other information to be sent to transit agencies in the state.

Travel to transit agencies in the state as needed and be willing to participate in out of state training and conferences

For the transit software, coordinate training, prepare monthly progress reports, and be the point of contact to gather information from transit agencies, and follow up

Maintain a log of communications, trainings, agency assessments etc. for all agencies

Perform various other duties and activities as assigned by supervisor within the physical constraints of the job

Required Education: Bachelor Degree or equivalent combination of education/job related experience, AND:


  • 12-24 months paraprofessional or professional substance abuse program administration

Skills:


  • Highly organized and able to handle multiple projects and deadlines

  • Able to work well with interdepartmental teams and initiatives

  • Advanced PC experience

  • Excellent verbal and communication skills

  • Exhibit personable, creative, focused, competent , flexible and principled attributes when working with colleagues in the offices (internal and external)

  • Knowledge of website maintenance

Certifications:


  • Valid drivers license required for regular travel to state agencies and travel throughout the state of Oklahoma for audit and inspection.
