Job Summary:

This role reports into the Medicare Business PMO. You will be responsible to lead mid- to large-sized time limited projects across CIGNA Medicare and the government business segment , to understand and evaluate business-specific objectives, and to drive the development, delivery and adoption of solutions to address complex business needs. This will include development and maintenance of integrated work plans, monitoring progress against goals, development and maintenance of cross-functional, matrixed relationships with business and IT, timely escalation of barriers to success along with identification of potential solutions, and providing concise and timely reporting tailored to appropriate stakeholder audiences. Projects can range in content including (but not limited to) organizational realignment, compliance, total medical cost initiatives, new product implementation, new process and technology creation and rollout .

Core Responsibilities:


  • Utilizes established project and program methodology to develop project plans for assigned projects. Where the methodology is not sufficient, create and augment with new processes and establish best practices

  • Develops and maintains workplans that consider the priorities, key milestones, time and cost estimates, resource requirements, task sequencing and identification of tasks that may be performed concurrently to achieve objectives.

  • Ensures appropriate project governance and decision-making methodology are in place and adhered to.

  • Ensures integrity of original business case is maintained & any adjustments are communicated & understood by all key stakeholders

  • Ensures the timely and quality development and distribution of all deliverables for the project.

  • Evaluates project status and resource utilization and implements changes to improve the team's effectiveness.

  • Assists in maturing project management methodology, tools, and techniques

  • Resolves issues and determines contingency plans and triggers for risks. As needed, escalates issues to appropriate audiences including key business leaders and team members.

  • Partners with matrix organizations to ensure that appropriate action is taken to identify and implement initiatives.

  • Develops and implements communication and reporting mechanisms to maintain sponsor engagement and promote stakeholder adoption.

  • Ensures appropriate use of tools to track and monitor the financial performance of assigned projects

  • Defines and consults on measurement strategies, tools, scorecards and surveys.

TECHNICAL SKILLS & DEMONSTRATED KNOWLEDGE:


  • Demonstrated project management leadership and success, including cross-organizational initiatives.

  • Ability to foster collaboration, value others perspectives and gain support and buy-in.

  • Excellent oral, written presentation and communication skills.

  • Ability to lead and influence in a matrixed environment is critical.

  • Ability to drive to results independently.

  • Strong analytical and problem solving skills.

  • Strong business acumen, with proven ability to leverage knowledge base to quickly come up to speed in new business areas and new types of projects.

Minimum Qualifications:


  • Bachelor's Degree preferred

  • Knowledge of different PM Methodologies / Frameworks (including Agile) preferred

  • At least 5 years work experience in project management preferably in support business operations

  • Project Management certification preferred (i.e. PMI - PMP, CAPM, etc).

  • Experience in change management evaluation, planning and execution. ADKAR experience desired.

  • Six Sigma training also valued

  • Working experience in Government Business Segment, Medicaid or Medicare desired


  • Strong business acumen , with proven ability to leverage knowledge base to quickly come up to speed in new business areas and new types of projects

  • Excellent communication skills - verbal and written and training, along with excellent presentation skills .

  • Aptitude to learn and apply Project Management products, services, best practices, and standards

  • Works well with larger groups from a wider range of organizations, as well as reporting out to senior executives.

  • Work both independently and in conjunction with co-workers of all levels.

  • Working experience with Microsoft Project and other common Microsoft Office tools.

  • Some travel may be required (UPTO 30%)
