JOB TITLE: Federal Acquisitions and Contracts Subject Matter Expert

PROJECT OVERVIEW:

Provides senior SME support for Federal Contracts and Acquisition Management. Support as an adviser and consultant to software developers and government administrators managing acquisitions through the entire contract cycle.

JOB DESCRIPTION AND RESPONSIBILITIES:

- Support federal customers with analyzing current acquisition processes, recommending opportunities for streamlining and enhancing acquisition processes, and developing and implementing solutions to meet customer requirements

- Attend and participate in meetings with client stakeholders

- Conduct analysis on problems independently, research and recommend solutions, and execute resolution steps to address client issues

- Provide functional support for testing such as developing test scenarios and documentation and performing validation testing for the core Momentum application and reports

- Provide functional support for new initiative implementation activities, such as requirements analysis, development of design, and configuration documentation

- Provide support for federal government mandated initiative

REQUIRED SKILLS AND QUALIFICATIONS:

- US Citizenship; eligible to obtain a security clearance

- Bachelor's Degree

- Former Contracting Officer with 3 years of federal contracting experience

- Demonstrated experience with and knowledge of the Federal Acquisition Regulation (FAR) guidelines and US Government contracting

- Experience conducting a wide range of acquisition lifecycle activities, including:


- Acquisition planning

- Contract awarding and closeout activities

- Source selection

- Firm fixed-price contracts

- T&M contracts

- Cost and price analysis and negotiation experience

- Cost plus and cost reimbursement



- Experience using a modern contracting writing system

- Willingness to be active and \\"hands-on\\" in configuring and testing the new solution

- Open to implementing new acquisition strategies

- Strong written and oral communication skills, including the ability to effectively communicate and interact with senior level management and clients

- Interest in business process improvement and modernization of acquisition processes at a large federal agency

- Strong written and oral communication skills

- An outstanding ability to establish priorities and meet deadlines

- Self-motivated with a positive attitude, works independently and good work ethic, the successful candidate will be a team player who is proactive

DESIRED SKILLS AND QUALIFICATIONS:

- 10 years experience in federal contracting/acquisitions

- Comfort working at client offices and participating in internal corporate quality assurance processes

- Familiarity with ISO 9000.1 processes

- Secret Clearance or higher
