Job Description:

FTI is seeking a full time, highly qualified Senior Data Scientist/Engineer with experience in planning and coordinating large scale, enterprise wide Navy Legacy system transition activities for NAVSEA 03R/05R; such as validation of data design, authoritative data sources, data integrity during rationalization, and data workflows throughout the system. The Sr. Data Scientist will utilize big data sets to support efforts relating to Model-based Systems Engineering (MBSE), data modeling, data mining, data standardization, Sec/Dev/Ops, legacy data migration and rationalization. The candidate will also collaborate daily with a geographically dispersed team across multiple domains and communicate changing priorities in a rapidly evolving, dynamic environment to ensure on-time development and delivery of program data solutions, including data deciphering and training to the customer on the use and maintenance of various data models, and provide Non-functional requirements to project management and the delivery teams.
- Plans and coordinates Navy Legacy system transition activities such as data migrations, data validation, and system testing
- Manages the development of process and tool requirements for transitioning existing program activities to a common digital enterprise systems and identification of gaps in legacy data sources, processes, and tools
- Supports data mapping, cleansing, and refinement activities across the enterprise
- Reviews data mapping and transformation rules for correctness
- Supports development and maintenance of documentation such as use cases, business process workflows, and data requirements documents
- Recognizes probable conflicts with integrating diverse data sources and provide innovative solutions based on current industrial and defense best practices
- Leverages pilot technologies for tracking of data preparation and cleansing
- Collaborates with technical team that applies statistical, machine learning, natural language processing, programming, data modeling, data mining, simulation, and advanced mathematics techniques to support pattern recognition, and valuable discoveries that lead to business decision making and supports automation to minimize manual efforts
- Uses a flexible, analytical approach to design, develop, and evaluate predictive models and advanced algorithms that lead to optimal value extraction from the data
- Designs, configures, develops, tests, and supports informatics and data science solutions for a wide array of technical use cases
- Establishes configuration and data/model reuse tied to a common readiness model, publications, and logistics maintenance source data from program inception
- Supports the definition of business rules for exchange of Navy data between legacy systems and MBPS
- Ensures solution compliance with technical data specifications and standards
- Communicates status and provides frequent updates to key decision makers
- Ensures robust application of industry and DoD best practices in Model-Based Systems Engineering (MBSE)
- Engages regularly with the customer, engineering project managers, core team members, and leadership to develop relationships, share best practices, identify dependencies, champion relentless improvement, and a culture of learning, identify opportunities for improvement, reduce risk, foster teamwork, and gain synergies where applicable
- U.S. citizenship and active DoD Secret Clearance is required
- Bachelor's degree (or international equivalent) and 6+ years of relevant experience on programs/projects supporting the Department of Defense
- In-depth understanding of current Navy data systems and data structures used in support of maintenance activities and readiness analytics
- Working knowledge of DoD and NAVSEA policies, processes, and procedures
- Able to conduct the most complex and vital work, unsupervised and with complete latitude for independent judgment
- Exceptional interpersonal, leadership and decision-making skills
- Understanding of Lean-Agile product and solution management principles
- Understanding of Lean-Agile systems engineering principles
- Supports a culture of continuous learning
- Experience with ML fields, e.g., natural language processing, computer vision, statistical learning theory, and automation
- Strong written and verbal communication skills to successfully lead and/or collaborate with internal and external customers
- Must be able to travel - up to 25%
DESIRED SKILLS:
- Understanding of database analytical tools, network architecture and protocols, security risks and security policies
- Knowledge of large hierarchical and relational database techniques and methodologies
- Understanding of data management in respect to availability, integrity and security
- Working knowledge of technology such as Amazon/Azure Web Services, DEVOPS tools, Virtualized environments, and access control capabilities.
- Experience with Microsoft SQL Server, Oracle, and data visualization tools (e.g. Tableau, ggplot2, Shiny, etc.)
- Experience with text mining and natural language processing
- Experience with SAS
- Experience with Product Lifecycle Support (PLCS) standards
- Knowledge of UML syntax
- Working knowledge of Lean-Agile methodologies such as DEVOPS, Test or Behavioral drive development, and the Scaled Agile Framework is a plus.
