Introduction

The 's Office of Policy and Management's () Criminal Justice Policy and Planning Division () is recruiting for a to assist the Undersecretary for CJPPD. This is an exciting opportunity to play a significant role in developing and implementing public policy, administering grants, and convening stakeholders to increase public safety and lower recidivism. In this role you will have the opportunity to apply legal expertise and criminal justice experience in a fast-paced, high-impact environment in which you will work closely with a dedicated team of skilled staff along with colleagues from across state government.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for independently performing a full range of tasks in the legal work of the agency.

EXAMPLES OF DUTIES


Developing and
implementing policy; representing the undersecretary at public meetings with
high-level officials and criminal justice system stakeholders; interpreting and
administering pertinent laws; communicating research, legal, and policy analysis
to state policymakers, state officials, and criminal justice system
stakeholders; developing relationships with individuals both inside and outside
the agency who might impact on program activities; directing staff and
operations of division; coordinating, planning and managing division
activities; evaluating staff; preparing division budget; directing activities,
such as development and maintenance of a state planning program, preparation of
statewide and regional plans, maintenance of a statewide plans inventory,
preparation of federal aid applications, administration of federal grants;
performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of legal principles, practices and procedures in Connecticut; considerable knowledge of legal research techniques; considerable knowledge of the Uniform Administrative Procedures Act; considerable knowledge of and the ability to interpret and apply relevant state and federal laws, statutes, regulations and legislation; considerable knowledge of relevant agency policies and procedures; knowledge of the rules of evidence; knowledge of criminal and constitutional law and legislative process; considerable interpersonal skills; considerable oral and written communication skills; considerable ability to apply judicial decisions to the interpretation of statutes; considerable ability to comprehend, analyze and organize technical data and coordinate elements of legal cases.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

STAFF ATTORNEY 2: Two (2) years of experience in the practice of law.
STAFF ATTORNEY 3: Three (3) years of experience in the practice of law at the level of Staff Attorney 2 in the same state agency.

PREFERRED QUALIFICATIONS


The preferred candidate will have the following experience:


- Developing and implementing policy;

- Practicing criminal law or criminal justice, including but not limited to work for the courts, as a prosecutor or other law enforcement practitioner, and as a public defender or defense counsel;

- Communicating findings from criminal justice data analysis, legal analysis, and policy review to state policymakers, state officials, and criminal justice system stakeholders;

- Interpreting statutory and administrative policy and proposing policy options based on criminal and juvenile justice priorities; and

- Administering federal and state grants.


SPECIAL REQUIREMENTS

1. Must be admitted to practice law in the State of Connecticut.
2. May be required to travel.
