FEDSIM Business Development Capture Manager
If you're an experienced business development professional with a mind for sales, Parsons has an opportunity for you! We are seeking a Business Development Vice President to lead and direct pursuits of high profile, FEDSIM (Federal Systems Integration and Management Center) multi-million-dollar projects.If selected, you will be responsible for continuing Parsons' reputation as one of the world's leading technical and engineering firms.
In this role, you will provide business development leadership, account management and direction for several market sectors pursuits concurrently. The successful candidate understands business negotiations and recognizes and acts upon opportunities to promote the Company's expertise and successful past performance. May travel to cultivate new and ongoing business development endeavors.Typical responsibilities include major client accounts and major proposal/project activities.
Responsible for the full sales and capture life cycle of FEDSIM pursuits from qualification of opportunities to submission of proposal and customer negotiations. Leadership of multi-functional teams including technical, management, operations, engineering, proposal operations, contracts, pricing, human resources, legal, security, safety, and finance experts. In-depth understanding of Cost Plus, Cost Reimbursable, T&M, and Fixed Price contracts. Direct experience with Indefinite Delivery / Indefinite Quantity (IDIQ) Task Order environments. Thorough knowledge of the Shipley capture and proposal process. Experienced leader for Color Teams, Black Hat and win strategy sessions. Ability to develop and drive strategies and vision to lead others to meet customer needs. Knowledge and proven track record of FEDSIM success is desired.Drives policies and procedures as needed to support FEDSIM strategy. Measures the results of the group against defined strategies and goals.
Proven ability for managing a large and diverse group of personnel within field of expertise and providing direction for resolving complex work assignments. Also requires expert knowledge of standard Shipley practices, as well as applicable codes and regulations. Must be knowledgeable of best practices for utilizing communication technology, automation, and various software applications to achieve the highest level of productivity within organizational unit. Excellent written and oral communication skills, including the ability to make effective presentations to senior management, must also be demonstrated.

Qualifications
- Bachelor's degree in Engineering or Business (or equivalent) 20+ years of diversified experience, with a significant experience within the business development realm of a large, multinational company, is required.
- A proven track record of winning FEDSIM contracts.
- A thorough understanding of proposal pricing, contract terminology, negotiations with potential clients, and the Company's policies and business objectives, is required.
- Must possess strong written and oral communication skills, including excellent presentation skills.
- Exceptional ability to represent the Company favorably, to develop new clients, and to negotiate with key members of other firms, is also required.
- Proven ability for managing a large and diverse group of personnel within field of expertise and providing direction for resolving complex work assignments.
- Secret or Top-Secret clearance desired.
