Introduction

The, Department of Developmental Services () seeks a results-oriented individual for the position of Software Developer (Information Technology Analyst 2). This position is within the Information Technology Division and located out of our Central Office. We areconveniently located in Hartford, CT! This is a full time 40 hour per week position with a schedule of Monday - Friday 7:00am - 3:30pm. However, must be flexible to meet the needs of the agency.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency Information Technology (IT) environment, this class is accountable for independently performing a full range of information technology tasks and project coordination work involving infrastructure systems support, security and application development in an IT environment.


EXAMPLES OF DUTIES


This position will be responsible for:


- Designs and develops enterprise software applications and supporting databases for the department.

- Gathers and documents business requirements.

- Follows established system development lifecycle and standards for software projects.

- Designs and develops comprehensive automated unit testing for applications.

- Creates system documentation and user documentation for software solutions.

- Designs and implements HIPAA-compliant security for applications.

- Maintains, enhances, and troubleshoots existing applications.

- Provides training to users.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience in information technology (IT) operations, programming, systems/software development or another IT related support area.


MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been performing
professional information technology work in such areas as: installation and
support of microcomputer hardware, software and operating systems; analysis,
design and development of information systems; network hardware and software
installation and support; network hardware and/or software problem diagnosis
and resolution; performing any closely related professional IT function.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED


1. College training in management information systems, computer science or information technology related area may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling six (6) months of experience to a maximum of four (4) years for a Bachelor's degree.

2. A Master's degree in management information systems, computer science or electrical engineering may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS


Preference will be given to candidates who possess:


- Significant knowledge and experience with ASP.NET MVC development in C# using Entity Framework;

- Programming experience in JavaScript is essential;

- Software development must have been the primary work responsibility of the candidate for at least three (3) years;

- Prior experience or skills in ASP.NET CORE framework a plus;

- Prior experience or skills in DevExpress/DevExtreme a plus;

- Prior experience or skills in Xunit or Nunit a plus;

- Prior experience or skills in SQL Server (Queries, Stored Procedures, and/or Database modeling) a plus;

- Prior experience or skills in SQL Server Reporting Services a plus;

- Prior experience with Git a plus.
