SUMMARY

The position will conduct grants management and related coordination to the Bureau of Population, Refugees, and Migration (PRM/C).

ESSENTIAL DUTIES AND RESPONSIBILITIES

Includes the following:


  • Responsible for ensuring effective execution of program requirements: establishing systematic methods of program execution, evaluation, or advocacy, assessing activities to determine funding requirements and to determine whether funding is warranted and available.
  • Analyzing program and budget proposals and presenting them to the State Department panels; preparing justification or recommendation memoranda for review and approval by appropriate officials; and providing follow-up problem-solving assistance, guideline interpretations, and technical consultations as required to applicants.
  • Maintains automated systems to manage and track data requirements and produce reports pertaining to the vetting process.
  • Assists with Departmental briefings to congressional staffers on these programs. Representing and communicating PRM/C's program objectives and policy to other State Department and U.S. government offices involved in programming Bureau of Population, Refugees, and Migration (PRM/C).and other transfer funding.

  • Consults on program administration, financial planning and acquisition of programming funds.
  • Responds to Congressional requests for information regarding programs and PRM program objectives. The position will also provide information to the NGO community and other implementing organizations regarding the USG and PRM grants processes, maintains updates and develops as necessary systems for the efficient and accessible retrieval of documents regarding the allocation, notification, transfer and implementation of transfer funding, and special Congressionally-mandated funds. Tracks the award of grants, maintains list of current grants and GORs, and collects and records narrative and financial reports. They will be responsible for maintaining the official PRM program and organizational files.
  • Applies internal control measures to protect organizational integrity and prevent unauthorized use or misappropriation of sensitive and classified material; reports instances of security violations/problems to the appropriate supervisory/management official; assumes full responsibility for safeguarding all classified and sensitive (but unclassified) material and equipment in assignment area(s).

SUPERVISORY/MANAGEMENT AUTHORITY

No supervisor or management authority.

EDUCATION AND EXPERIENCE

Requires previous experience in international human rights issues.

KNOWLEDGE, SKILLS, AND ABILITIES


  • Must have a working knowledge of foreign assistance and international programming.
  • Knowledge of grantee budget execution and drawdowns to ensure program objectives.
  • To liaise with offices involved in administration, financial planning and acquisition of program funding; to skillfully communicate verbally and in writing to provide briefings, status reviews, and advice upon request to the other PRM program staff and senior personnel on grant issues.
  • Knowledge of preparing responses to auditor inquiries.

WORK ENVIRONMENT

Controlled climate office environment. It is anticipated that domestic and/or international travel will be required at various times during the year.
