Job Overview

The Financial Services Specialist uses skills as a seasoned, experienced professional to perform and manage financial operations for the UC Santa Cruz Genomics Institute (GI). Having a solid understanding of industry practices and organizational policies and procedures, the incumbent oversees and handles all financial transactions for the unit. They devise and implement process improvements, keep pace with and communicate regulations and guidelines, and resolve a wide range of issues, demonstrating good judgment in selecting methods and techniques for obtaining solutions. This position works directly with units internal and external to the GI, including grant administrators, program managers, principal investigators, divisional business offices, UCSC Procurement, Financial Affairs, Accounts Payable and other units to ensure financial operations are run smoothly and within policy. This position is independently responsible for GI accounts payable and receivable, reimbursements, procurement, and fund management as well as applying professional theory, experience, and broad job knowledge to develop and implement sound financial practices. The selected candidate should be excited to work in a fast-paced, start-up like environment within an institution of higher education in beautiful Santa Cruz, California.

Job Duties

70% - Financial Operations

* Applying sound working knowledge of all funding sources and their unique requirements, including Howard Hughes Medical Institute (HHMI), and working with divisional research accountants, faculty, and the GI Senior Director of Research Development & Finance, independently provides a diverse range of financial services that may require analysis of complex policies and regulations. Services include purchasing, travel/entertainment, direct payments, recharge billing, reimbursements, contract establishment and administration, royalty and other revenue tracking and invoicing, and other financial processes and transactions.

* Working with the Office of Research, Planning & Budget, and School of Engineering, tracks, documents and invoices for various forms of revenue including royalties and Genome Browser Training. Understands and helps implement UCSC s PCI (payment card industry) regulations and requirements with respect to the Genome Browser Store credit card processing, including taking the required cyber-security training.

* Advises constituents on regulations, policies, procedures, and appropriate use of funds.

* Resolves a range of issues such as regulatory compliance, recovery of payment due, and risk management.

* Processes and tracks internal awards issued by GI and QB3 to UCSC faculty, students, and postdocs, such as GI Office of Diversity fellowships. Ensures timely and accurate disbursement of funds and expenditure of funds on all GI-awarded accounts. Monitors accounts for adherence to award terms and conditions.

20% - Financial Policy and Procedure Design and Implementation

* Participates in moderately complex audits of processes and recommends changes to processes to ensure compliance with federal, and state and UC requirements, and to optimize efficiency. Ensures that the appropriate internal controls are addressed, maintained and strengthened to protect University resources. Develops and implements new business policies and procedures as needed.

* Prepares guidance documents, for travel, purchasing and other processes for posting on the GI intranet. Composes and sends periodic emails to GI constituents on policies and practices.

* Recommends and implements quality customer service standards and procedures to affect various constituencies, including internal department, students and external units and vendors.

10% - Financial Analysis

* Independently gathers information and provides analyses for varied and complex budgetary, financial and resource projects. Provides analyses for complex financial documentation and proposals relative to operational expenses. Provides related reports as requested.

* Analyzes business policies and procedures to determine their efficiency and efficacy, applying professional concepts (including accounting, accounts receivable/payable, purchasing, collections and billing), as well as a wide variety of internal and external (i.e. GI, campus, and funding agency) policies and regulations. Interprets business process procedures and policy as necessary.

Required Qualifications

* Bachelor's degree in related area and / or equivalent experience / training.

* Thorough knowledge of financial processes, policies and procedures.

* Thorough knowledge of financial data management and reporting systems.

* Experience with and strong proficiency in the use of spreadsheet and database software.

* Experience and demonstrated skills organizing work and managing time to complete projects accurately and on deadline.

* Demonstrated ability to work cooperatively and effectively with others to set goals, resolve problems and make decisions that enhance organizational effectiveness.

* Ability to adapt to changing priorities.

* Experience using internal control practices to protect organizational resources.

* Ability to analyze complex and varied factors and recommend solutions.

* Demonstrated ability to speak, listen and write in a clear, thorough and timely manner using appropriate and effective communication tools and techniques.
