The Consumer Markets' organization is seeking a dynamic Project Manager, Consultant for the Medicare and IFP Portfolio to drive strategic and operational program and project initiatives. The portfolio supports the growth, financial and customer experience strategic goals. Projects are typically delivered in phases or iteratively, highly complex with people, process, and technology impacts and with multiple stakeholder impacts. Our goal is to serve our members with an outstanding end to end experience.
Responsibilities:
The Project Manager, Consultant acts as a business and technical project leader partnering with the business and technical drivers to deliver required capabilities, including management of schedule, scope, IT and business resources, financials, benefit tracking, and issue/risk identification and mitigation to ensure successful completion of projects and/or operational initiatives.
The Project Manager, Consultant provides direct oversight on scope, schedule, issues/risks, budget, and resources often managing initiatives between $1M - $5M. Defines project governance and project structure. Manages business, systems, digital, data, infrastructure, and vendor delivery teams. Partners with multiple delivery teams and the Enterprise PMO to influence and improve project-based activities to achieve operational efficiencies. Tracks projects against major milestones and business targets. Defines, implements, and facilitates change management. Actively manages project budgets including actuals reviews and monthly forecasting. Leads and facilitates executive and senior leadership meetings.
- 7 years combined experience
- Demonstrated leadership on enterprise-wide projects ($1M to $5M budgets)
- Project and program management with increasing scope and schedule complexity and budget accountability.
- Proficiency in Microsoft Project, Planview, or similar project management tools
- Ability to develop, forecast and track project budget
- Emotional intelligent with strong interpersonal and communication skills
- Ability to develop creative and innovate solutions to problems using systems thinking
- Medicare business and product experience strongly preferred
- Information technology/technical background experience
- Experience utilizing multiple software delivery methodologies (i.e. waterfall, hybrid, agile)
- Experience in managing cross-functional teams
- Experience implementing agile methodologies preferred along with proficiency with JIRA or similar epic, story, and defect tracking management systems
- Experience in delivering digital customer interfacing platforms (i.e., portal websites, mobile applications)
- Ability to work with and integrate external vendor solutions
- Knowledge of Blue Shield of California (BSC) or prior healthcare payer experience preferred
Education:
- Bachelor's Degree required
- Scrum Master certification preferred. Scrum Alliance Certified Scrum Professional (CSP) preferred.
- Project Management Institute (PMI) Project Management Professional (PMP) preferred. PMI Agile Certified Practitioner (PMI-ACP) preferred.
This position may require 10% - 15% travel to our El Dorado Hills and Oakland locations. Telecommute may be an option depending on assignment. The position will be based in either El Dorado Hills or Oakland.
